Job Description and Duties

Under the direction of the Board, the Executive Officer is delegated the authority to oversee the daily operations and activities of the California Air Resources Board (CARB). The Executive Officer is responsible for the staff at CARB, now numbering approximately 1,700 employees, and its work, in addition to an annual budget that exceeds $2 billion. As an appointee of the Board, (Health and Safety Code 39515) the Executive Officer serves at the pleasure of the Board and performs duties as assigned by the Board. This includes but is not limited to administering all budgetary, personnel and contractual responsibilities of the organization, along with developing and implementing plans to achieve CARB’s equity goals.

The Executive Officer must have the ability to handle sensitive and confidential materials/matters and establish cooperative and effective working relationships with representatives of all levels of government, the Legislative and Executive branches, and the public, as well as private industry, non-profit organizations, environmental groups, and other public interest groups, and effectively communicate with staff at all levels both within and outside of the Board and CARB to complete work assignments.
