Job Description and Duties

This position is Limited Term 96 months. It will not become permanent; it may be extended or be canceled at any time.

This is an exempt position, non-tenured, full time, and is appointed by the Commission. Employees of the Commission occupy non-civil service positions serving at the pleasure of the Commission. The term of the position is through 2030.


The main office of the Commission is located in Sacramento, CA. The incumbent will be able to telecommute as determined with the Commission.

The California Citizens Redistricting Commission (Commission) seeks a hands-on individual to perform its administrative and business functions. The ideal Staff Services Manager I applicant will demonstrate strong communication and organization skills, combined with the background and knowledge to support the Commission’s operations. The applicant should be knowledgeable and experienced with state accounting and budget practices (including FI$Cal experience), and the fundamentals of state contracting and procurement and personnel practices. A strong candidate for this position will possess the skills to be a good collaborator and relationship builder for the Commission and preferably, have experience with IT desktop, phone and website support.

Under the direction of the Commission Chair and Co-Chair, the Staff Services Manager I, provides support for the Commission's administrative and business functions.

 

  • Performs budgetary and accounting functions for the Commission working with DGS Office of Fiscal Services
  • Ensures that the supplies, equipment, and services best suited to meeting the needs of the Commission are obtained, available, and ready for use
  • Provides support for ensuring that commission virtual and/or public meetings/hearings occur as scheduled with all required support services for the commission and the public
  • Oversees the work of retired annuitants and temporary staff
  • Maintains the Commission’s website and responds to communications from the public
  • Acts as personnel liaison for the Commission working with the Department of General Services Human Resources
  • Cultivates relationships with community stakeholders and state department staff through phone/zoom, email and in person meetings.
  • Contacts potential venues to ascertain availability and whether the equipment, physical setup, and personnel necessary are available
  • Coordinates preparation for opening, use, and closing of venue with applicable venue and facilities staff.
  • Coordinates the scheduling of contracted services for the meeting including security, parking, videography, etc. according to commission procedures.

 

Should the Commission hold in-person hearings or business meetings:

 

  • Contacts potential venues to ascertain availability and whether the equipment, physical setup, and personnel necessary are available
  • Coordinates preparation for opening, use, and closing of venue with applicable venue and facilities staff;
  • Coordinates the scheduling of contracted services for the meeting including security, parking, videography, etc. according to commission procedures;
  • Ensures staff, vendors, and commissioners understand any applicable COVID-19 safety protocols and follow venue instructions for setting up and closing the event

    Department Information

    The Commission is a 14-member body created by the passage of the Voters FIRST Act, in 2008. It is charged with redrawing the California State Senate and Assembly, State Board of Equalization, and Congressional districts based on information gathered during the 2020 census. The Commission is mandated to conduct its business in an open and transparent manner, allowing for participation by the public. The 2020 Commission holds its tenure through July 2030.

    • Familiarity working with Fi$Cal People Soft and Hyperion.
    • Experience with posting to websites and website maintenance (Wordpress or similar).
    • Experience providing IT desktop and phone support.
    • Experience providing support with Microsoft O365.
    • Knowledge of CA Govt. Code Sect. 8253 and CA Constitution Article XXI and their application to the Commission.

Knowledge of: State accounting practices; Fi$Cal People Soft (Purchase orders, contracts); state requirements for processing Travel Expense Claims; fundamentals of state appropriation and state budgeting; principles and state practices for organizing and holding public meetings; fundamentals of the Bagley-Keene Open Meeting Act; state contracting and procurement requirements (for small business contracting, Requests for Proposals, CalCard use); principles of supervision; state personnel practices as related to timekeeping, and retired annuitants; handling Public records Act requests, required state training for employees and managers.

     

    2. Ability to think clearly and quickly and analyze and solve problems; work independently to resolve situations promptly and effectively; organize, allocate, coordinate, and evaluate work of staff; present ideas and information effectively both orally and in writing; work under pressure; establish and maintain effective relationships with Commission staff and Commissioners, venue personnel, staff of multiple state departments, and the public; manage multiple tasks and priorities; prioritize activities and assignments in changing conditions.
