Job Description and Duties

Under the general direction of the Deputy Director, the Office of Youth and Community Restoration (OYCR), the Chief Technical Assistance Officer, works with a dynamic team of professionals to successfully realign the DJJ youth to their counties for rehabilitation and reentry, and to assist OYCR in its mandate to provide expertise and technical assistance to the counties when requested for the entire juvenile justice continuum. The Chief Technical Assistance Officer leads a team of county liaison managers, analysts, and/or support staff in carrying out the core functions of the Technical Assistance office, specifically focused on regional and county assistance. The OYCR promotes evidence-based trauma responsive, culturally respectful, and gender specific services for youth involved in the juvenile justice system. These services are designed to support the youths’ successful transition into adulthood and help them fulfill their goals and achieve their potential as responsible, thriving, and engaged members of their communities.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
    • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Ability to develop local and statewide strategies to address complex issues and communicate and disseminate best practices to improve outcomes. 
    • Ability to foster collaboration, mutual respect, and teamwork, while maintaining assertiveness and diplomacy in meeting OYCR objectives. 
    • A minimum of 10 years of experience in youth detention reform. 
    • Experience and expertise in data, research and analysis of race, gender, and juvenile justice systems data. 
    • Experience with working with and managing multi-disciplinary teams to collectively impact the reduction of youth of color in justice systems. 
    • Expertise in work with girls and gender expansive youth in the juvenile justice system. 
    • Understanding and expertise in local, state, and federal laws that impact youth in California. 
    • Published articles that show expertise in the areas specified above. 
    • Ability to establish and maintain positive relationships and communication with the public, county partners, advocates, youth in the juvenile justice system, parents, and other stakeholders. 
    • Demonstrated ability to identify program and policy problems involving the juvenile justice system and to make recommendations that can improve the system and the services to youth and families. 
    • Knowledge of evidence based and promising practices for trauma responsive, culturally respectful and gender responsive services for youth involved in the justice system.

    Examination Information

    The examination process will consist of a designated rating panel established to rate the applications and Statement of Qualifications (SOQ).  The Desirable Qualifications listed above will be used to rate the application and SOQ.  Therefore, it is critical that each applicant includes specific information on how his/her background, knowledge, skills, and abilities meet all eleven (11) Desirable Qualifications.

    When completing the SOQ, applicants must follow these guidelines:

    • Responses must be typed and limited to no more than three (3) pages in length, with one inch margins
    • Font size no smaller than Arial 11 

    Based on the panel's evaluation of the competitive group, interviews will be conducted with only the most qualified candidates. Each candidate will not be notified in writing of his/her examinations results. Applications without the SOQ will be eliminated from the examination.
