Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Under the direct supervision of the Assistant Deputy Director for Transportation Electrification, the incumbent will support the collaboration of Caltrans' Districts and Divisions and/or external entities to establish, implement, and institutionalize policies, standards, and practices to advance clean vehicles and fuels in support of reducing global warming emissions and air pollution from the transportation sector.

 

In this position, incumbent will support development and implementation of internal Zero-Emission Vehicle (ZEV) policies and the Department's ZEV Action Plan. In addition, the incumbent will support innovative approaches to the adoption of ZEVs and deployment of ZEV charging infrastructure for the Department's five-part ZEV Strategy covering Caltrans' fleet and equipment, workplace charging, public charging, zero-emission freight, and zero-emission rail and transit.

Working Conditions

This position is located in Sacramento.

 

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. The selected candidate may be required to travel to the headquartered location. All expenses to travel to the headquartered location will be the responsibility of the selected candidate


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

A Statement of Qualifications (SOQ) is required. This SOQ is designed to elicit information regarding each applicant’s abilities, knowledge, and experience in relation to the Associate Transportation Planner position in the Sustainability Program, within the Director’s Office.

STATEMENT OF QUALIFICATIONS INSTRUCTIONS: 

All interested candidates must submit a Statement of Qualifications (SOQ). Each SOQ question below is to be answered separately. Your SOQ should be no longer than two (2) pages, single spaced with 12 pt. Arial font with one (1) inch margins.

1) 
Describe your education and/or experience related to zero-emission vehicles and/or zero-emission charging/fueling infrastructure.

2) 
Describe your knowledge of and/or experience in researching, analyzing, and developing recommendations for policies, plans, and/or procedures. Describe any applicable experience in collecting, analyzing, and evaluating data.

3) 
Describe your knowledge of and/or experience in communicating complex topics (verbal, written, or visual communication) to a variety of audiences including internal and external partners, executives, decision-makers, planners, and/or engineers.

Candidates that believe they meet the Minimum qualifications based on a pattern of education from the classification description (specifications) must provide a copy of your degree/transcripts and/or license along with your application (STD. 678) to be considered for this position. If selected for the position in which education is required to meet the minimum qualifications, official sealed transcripts will be required prior to appointment.
