Job Description and Duties

The California Department of Social Services’ (CDSS) Information Systems Division (ISD) has an amazing opportunity for an Information Technology Manager II (ITMII) to join a dynamic leadership team and make a difference in the lives of many young Californian’s. Under the general direction of the Chief Information Officer (CIO), the ITMII is responsible for leading and directing the statewide CalSPARK and State Verification Hub (SVH) projects as the Project Director. The following includes the essential duties and/or responsibilities of the Project Director position:

• Oversee and manage scope, resources, and schedule all aspects related to the projects;
• Develop and establish policies, strategies, and operating objectives consistent with those of the organization to ensure efficient and effective implementation of statewide projects tied to CDSS’s strategic priorities;
• Review, evaluate, and approve project plans, deliverables, and vendor and/or contractor performance, including advising the project sponsors and stakeholders on recommendations made by the vendor and/or contractor concerning system architecture and implementation strategies and plans;
• Plan, implement and coordinate project activities with internal and/or external stakeholders; oversight agencies and vendor teams.
• Participate in and oversee the planning, development, implementation, and maintenance of individual project objectives and short- and long-range plans; develops tracking and evaluation programs to assist in the accomplishment of established project goals and objectives;
• Manages the working relationships and collaboration between project leadership, agency, department directorate, business partner, stakeholders and advocacy groups;
• Provides expert knowledge in implementation services evaluation and selection, and manage contract negotiations with software, hardware, and service vendors.

Special Requirements

This position is subject to fingerprinting clearance by the Department of Justice.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Proven experience as a Project Director or similar leadership role on medium to large scale projects;

• Possession of a PMP Certification, or other formal project management certification(s)

• Leadership experience in managing and overseeing complex activities involving large scale IT projects that involve planning, implementation, and on-going post-production support;

• Expert knowledge of in software development life cycle;

• Proficient in software implementation services evaluation and selection, and able to manage vendor and/or contractor services and/or performance;

• Exceptional interpersonal skills and creating strong partnerships in a collaborative environment with internal and external stakeholders within organization and cross-organizationally;

Experience facilitating collaboration and problem solving across various stakeholder groups who have different, sometimes conflicting, priorities;

• At least 5 years of experience in professional project management for major enterprise-wide modernization project involving the delivery of a new system;

• Experience in procurement, contract, and vendor management; budget; human resources; business technology; and customer relations management;

• Experience in reporting project status updates to oversight agencies;

• Experience in managing vendor product deliveries including SLAs and contract negotiations;

• At least three (3) years of experience in managing enterprise-wide implementation (technical or process stand-point), including custom, PaaS and SaaS solutions;

• Demonstrated knowledge of state policies, rules & standards relative to the State’s information technology and digital services practices;

• Experience fostering an inclusive work environment where diversity of thought is valued and encouraged.
