Job Description and Duties

The Trade & Investment Specialist in the Governor’s Office of Business and Economic Development (GO-Biz) is responsible for the State of California’s service presence in Europe, the Middle East, and Africa, including assisting businesses looking to export to the region, managing area trade and service offices, developing investment leads, and providing support for foreign businesses looking to invest in California. The Europe, the Middle East, and Africa Trade & Investment Specialist reports directly to the Deputy Director for International Affairs and Trade, coordinates with the Trade Special Advisors, and has the responsibilities listed within the attached duty statement.

Working Conditions

  • Remote: Headquarters for this position is in Sacramento County but the position is eligible for telework under Government Code 14200 for eligible applicants residing in California. 


  • May require travel up to 25%.

  1. If you were to oversee the trade and investment portfolio for this region on behalf of the State of California, describe some of the major goals and objectives you would have in promoting exports and growing foreign investment. What type of initiatives would you implement? What network partners would you rely upon to grow our trade and investment relationships with the region and what would effective coordination entail? Describe what success would look like in the position and how you would monitor and track your efforts.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    • Demonstrated background of practical, managerial level experience in a government international trade agency or a combination of private sector and government trade promotion and assistance.
    • Demonstrated working experience with STEP, GO-Biz, CDFA Export programs, and US & Foreign Commercial Service.
    • Fluency in one relevant foreign language (e.g. German, French, Dutch).
    • International trade show and trade mission experience.
    • Experience working with and managing federal grants and programs.
    • Knowledge of economic development strategies, programs applicable to business and job development, the U.S. Commercial Service and other trade-related government agencies, and pertinent U.S. laws and regulation affecting exporting and international trade.
    • Additional consideration will be given to candidates with prior foreign service trade experience.
