Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Virtual interviews via web portals or phone will be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit. Under general direction of the Construction Office Chief, incumbent serves as a Construction Engineers; and/or as a Resident Engineer on a complex project (or group of projects) requiring a large staff to monitor the contractor's operations. Directing the processing of payment to contractors and change orders; responsible for planning, organizing, and directing the difficult engineering and administrative tasks of the District Construction Field Office. Directing the processing of Construction Contract Claims. Possession of a valid certificate of registration as an Engineer issued by the California State Board of Registration for Professional Engineers is required.


Eligibility for hire is determined by your score on the Senior Transportation Engineer, Caltrans Exam. You must be on the state examination list to be eligible for these positions. Working Conditions

This position is located in Goleta

The incumbent will be exposed to computers, various lighting conditions - including but not limited to artificial lighting in a standard work cubicle, and may be required to stand or sit for prolonged periods.  Must be able to work at a keyboard and focus on complex tasks for long periods of time.  While in the field, the incumbent may be exposed to a variety of hazardous and/or unpleasant field conditions, including wet, rainy, cold or hot weather.  Hard hat, safety vest or approved safety shirt, and eye protection must be worn at all times in the field.  Occasional travel and overnight stays may be required.

 

 This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions.  All commute expenses to the headquartered location will be the responsibility of the selected candidate.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Must possess a valid California Professional Engineers License.  A valid Professional Engineering License (Civil) is required for Range D appointment.  

 

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. The SOQ is a discussion of how an applicant’s education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. You must include specific examples addressing each of the evaluation criteria listed below. The SOQ must not exceed two (2) pages in length and written in no less than 12-point font. Each evaluation criteria must be addressed separately and in order.

Resumes, letters, and other materials will not be considered as your response to the SOQ. Evaluation Criteria:

  • Experience and ability to communicate effectively, both orally and in writing (including presentations) and competently represent the Department to management, local agencies and the public.
  • Knowledge and experience tracking and monitoring cost, scope and schedule of projects and operating budgets and identification and resolution of issues impacting them.
  • Knowledge and experience of project delivery and experience in highway construction and design.
  • Experience and ability to independently lead teams.
  • Experience managing complex projects and ability to anticipate situations and the implications and consequences of decisions and take appropriate action to be prepare contingencies.
  • Experience and ability to develop, maintain and strengthen partnerships with others inside or outside of the organization through communication and collaboration.
