Job Description and Duties

The Division of Legislative Affairs is looking for a Staff Manager II (SSMII) to join our dynamic and highly visible team as the State Legislation Manager. The candidate should have extensive knowledge and experience with crafting policy and legislation; working with executive level staff (i.e., the Directorate, Agency, the Legislature, and Governor’s Office) on complex and sensitive issues; and formally representing positions and recommendations to executive level staff. The ideal candidate will have supervisory and/or experience mentoring staff working on legislative issues. Excellent written and oral communication is required as well as experience editing others’ work. Transportation and legislative experience is a plus.


Under the general direction of the Assistant Deputy Director of Legislative Affairs, and in collaboration with the other Office Managers in the division, under the general direction of the Assistant Deputy Director of Legislative Affairs, this position has full management, planning and supervisory responsibility for the State Legislation Office and is responsible for representing the Department’s policies and positions before the Legislature, the Governor’s Office, Agency, other state departments, and the Directorate. The position works collaboratively to develop recommendations for the California State Transportation Agency and the Governor’s Office, often coordinating cross-functional task forces within the Department to identify impacts of pending legislation and develop appropriate strategies for securing passage or defeat of legislation. This position requires a high level of confidentiality that must be observed when addressing sensitive issues.

Working Conditions

This position is located in Sacramento

While at their base of operation, the State Legislation Manager will work in a climate-controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.  The work environment is fast-paced, busy and requires considerable flexibility in managing time, priorities, and assignments. The environment can be demanding or stressful. The manager will be using a keyboard, mouse, and video display monitor. This position may allow for partial telework.


Frequent walking trips to the State Capitol and nearby offices are required. Some travel may be required and the manager must be able to travel using a car or commercial transportation.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
