The Accounting Systems and Reporting Bureau is recruiting for a motivated self-starter looking for a challenging, exciting, and friendly working environment with a variety of work assignments at the Accountant Trainee/Accounting Officer, Specialist level.

Accountant Trainee: This entry level position learns to perform professional accounting work in the establishment and maintenance of accounts and records while receiving training; learn agency activities, departmental systems, and central fiscal control activities; and develop interpersonal skills by contact with program personnel and control agencies in fiscal control activities.

Accounting Officer, Specialist: 
This position performs professional accounting duties. A professional accountant typically has responsibility for maintaining accounting records for organizational units and may have budgetary and/or business management control; exercises central fiscal control activities; prepares, reviews, and analyzes all types of accounts and records of financial transactions; and does other related work.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50 and Highway 80.

The Accounting and Automation Support Bureau actively participates in the County Expense Claim Reporting Information System (CECRIS) Project from start to finish following the Agile- SCRUM methodology; contributes in the procurement process and monitors contract obligations and deliverables to ensure efficient compliance with all guidelines, rules and regulations. Utilizes the newly automated time reporting system, Employee Service Center, to streamline the labor distribution process which ensures the fiscal integrity of the cost allocation and FI$Cal month end/year end processes; ensures cost allocation processes adhere to federally approved methodology for the State’s Cost Allocation Plan and remains in line with the Budget Act on behalf of the Department. Provides financial reports and analysis to stakeholders and Department end users to support the Accounting & Fiscal System Branch's mission.

The Accountant Trainee (AT) receives close supervision from an Accounting Administer I, Supervisor (AA I-Sup). The AT is the entry and training level position in the professional accounting series and the AT will learn to utilize technical knowledge and analytical skills to perform accounting functions as they relate to the CEC and its automated databases. The AA I-Sup will guide the AT in developing interpersonal skills through contact with program personnel and control agencies regarding fiscal control activities.

Special Requirements

A STATEMENT OF QUALIFICATIONS (SOQ) IS REQUIRED. The SOQ must: be in 12 pt. Arial font; have 1” margins; be limited to no more than two (2) singlesided pages; be in narrative form (no bullet points); and details your interest in the Department of Social Services and how your education and experience qualifies you for the position. Applicants are encouraged to provide unofficial transcripts. Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.


Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
