About the California Workforce Development Board (CWDB)
The CWDB is recognized nationally as a progressive and experimental state workforce department, charting a path to a High Road economy and approach to workforce development grounded in the principles of social equity, environmental sustainability, and resilience and quality jobs. Over the past decade, the CWDB's budget, programs, and staff have grown exponentially using federal and state workforce funding to pilot new sector-based workforce initiatives and develop policy solutions that address the quality and accessibility of jobs in addition to training. The CWDB is a stand alone state agency, is not part of the Employment Development Department, and is under the larger umbrella of the California Labor and Workforce Development Agency. Job Description and Duties
Under the general direction of the Staff Services Manager II, the Staff Services Manager I Specialist (SSM I (Spec)) services as a highly independent, non-supervisory manager, and is responsible for the highest level of information gathering, analysis, and recommendations on workforce development and policy matters pertaining to the move to a carbon neutral economy and labor management partnerships in economic sectors affected by climate change. The SSM I (Spec) serves as a liaison between the California Workforce Development Board (CWDB), the Labor and Workforce Development Agency (LWDA), state agencies identified under the High Road Climate Agency Partnerships (HRCAP) initiative, and other workforce partners. Furthermore, this position will collaborate with the California Air Resources Board (CARB) to update Greenhouse Gas Reduction Fund (GGRF) funding guidelines under the California Jobs Plan Act of 2021 as enacted by Assembly Bill 680 (Chapter 746, Statutes of 2021). As such, the SSM I Specialist provides high-level workforce policy expertise and technical assistance in support of the CWDB vision and goals of integrating workforce standards and measures into climage change policies and programs across California.
This position requires a high degree of independence and authority as a significant amount of time is spent in partnership building and negotiations. The SSM I Specialist will work independently to build support and collaboration between workforce agencies, industry leaders, state agencies, and other stakeholders.

Hybrid Telework Options Available - The California Workforce Development Board (CWDB) headquarters is located in Sacramento, CA, however this is a statewide recruitment which will consider candidates throughout the state. The position does require regional travel within the state to attend meetings and conduct site visits. The incumbent must be willing to exercise flexibility in their works schedule as this position will primarily telework (remote work) from home. Terms of the telework schedule are subject to Branch/Division needs and CWDB policies.
