Under the general supervision of the Staff Services Manager II (SSMII) the incumbent performs a variety of tasks with minimal oversight and substantial authority. The Staff Services Manager I (SSMI) functions as the lead in a supervisory capacity, coordinating and planning case processing.

                    Department Information

                    The Civil Rights Department (CRD or Department) is the civil rights enforcement agency for the State of California. CRD's mission is to protect all people in California from employment, housing and public accommodation discrimination, human trafficking, and hate violence.


                    The CRD is the largest state civil rights enforcement agency in the country. It enforces the California Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act, Ralph Civil Rights Act, and the California Trafficking Victims Protection Act. The Department has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector companies that contract with the State of California, and all State departments and local governments. 

                    The CRD receives, investigates conciliates, and initiates individual and systemic discrimination complaints in its five offices throughout California. CRD litigates individual, class, group and systemic cases in all California jurisdictions, including state and federal courts. It leads education and outreach efforts to stakeholders and the public, and has an active regulatory and legislative program.

                    As operationally allowed, telework is available for employees who can perform their essential functions remotely. The selected candidate will be assigned and may be required to travel to a CRD designated home office for business purposes.

                    Candidates who reside outside of the State of California may be admitted to the job interview. However, upon job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

                    This position may be filled in our Elk Grove or Los Angeles office.

                    Desirable Qualifications

                    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

                    • Experience managing or acting in a lead capacity for, but not limited to:
                      • Assisting with training and staff development
                      • Understanding of the progressive discipline process
                      • Reviewing the work of others
                    • Experience conducting investigations and/or analysis that require both gathering facts and then applying legal standards to the evidence
                    • Experience analyzing, interpreting and implementing performance standards required by statute, federal grants, or internal policies/priorities
                    • Experience/knowledge of case management
                    • Experience with computer programs such as Word, Excel, and other database/spreadsheet programs.
                    • Ability to speak a second language (bilingual or American Sign Language) preferred, but not required.
