Job Description and Duties

Under the general direction of the State Treasurer as Chairperson of the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA). CAEATFA provides policy, program and technical direction to the CA Alternative Energy and Advanced Transportation Financing Authority Board Members. The Executive Director administers a state program to promote the prompt and efficient development of energy sources which are renewable or which more efficiently utilize and conserve scare energy resources; development and commercialization of advanced transportation technologies; financing projects utilizing alternative energy sources and advanced transportation technologies using lease revenue bonds; administers a program to grant sales and use tax exclusion to projects related to alternative energy and advanced transportation through conveyance agreements to qualified manufacturers of advanced transportation and renewable energy component parts; and administers the PACE Reserve Program financing commercial and residential property owners to make energy improvements using bonds and/or loans that can be repaid through assessments added to their property tax bill.

The Authority consists of five members. The State Treasurer who is designated as Chairman, the State Controller, the Director of Finance, the Chairman of the Energy Resources Conservation and Development Commission, and the President of the Public Utilities Commission.

    Department Information

    The California Advanced Transportation and Alternative Energy Financing Authority (CAEATFA) is a small, and innovative organization, housed in the State Treasurer’s Office, and focused on leveraging private capital to meet the state’s greenhouse gas reduction and economic development goals. We have openings for analysts to work as part of the California Hub for Energy Efficiency Financing (CHEEF). The CHEEF is a public-private partnership that leverages private capital to help Californians make their homes and businesses more comfortable and energy efficient. We are building energy efficiency financing programs across multiple industry sectors and designing the first open-market, on-bill repayment program in the nation.

    • Experience with, or demonstrated knowledge of development and deployment of renewable energy sources, energy efficiency, and advanced transportation and manufacturing technologies to reduce air pollution, conserve energy, and promote economic development and jobs.
    • Broad administrative experience at the executive or senior level with substantial participation in the formulation, operation and/or evaluation of program policies.
    • Demonstrated ability to communicate and present effectively to a wide variety of internal and external audiences such as a public board, state legislators, and stakeholders.
    • Experience at the executive or senior level providing guidance and facilitation in the formulation of strategies, communications and messaging on highly sensitive and controversial issues.
    • Experience that demonstrates the ability to make executive-level decisions and effectively negotiate solutions with control agencies, the Legislature and other governmental entities and departments.
    • Demonstrated leadership ability in motivating and leading a multidisciplinary team and/or managerial experience directing a multidisciplinary professional and administrative staff, including experience in team development, mentoring and strategic planning.
    • Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; business services, fiscal and personnel management.
    • Demonstrated ability to develop and maintain cooperative and collaborative relationships both within an organization and with outside partners.
    • Demonstrated knowledge of the California legislative and budgetary processes, state agencies, and other governmental entities.
    • Demonstrated ability to draft and analyze legislation and provide testimony as necessary.
    • Possession of personal characteristics that include integrity, initiative, leadership, tact, sound judgment, and adaptability, as well as a strong customer service focus.
