The Hazard Mitigation Grants Division works to reduce or eliminate the long-term risk to human life and property from natural hazards statewide. The Division works closely with local communities to enhance their resilience and adapt to the impacts of climate change such as wildfire, flood, sea level rise, drought, and extreme weather, and work with a team that is heavily committed equity in mitigation and nature-based solutions. The Unit works closely with Special Projects Unit, Quality Assurance Division, and the Mitigation Planning Division to implement innovative projects to support the overall mission.

This position will report to the Hazard Mitigation Division Chief (SSM II) and work as part of a management cadre with two other unit managers to direct work flow and handle the most complex issues. The Unit Manager is responsible for the successful development, administration, and management of a variety of projects aimed at improving the resilience of communities in California, including partnering with the Federal Emergency Management Agency (FEMA) for Hazard Mitigation Assistance (HMA) which include the Hazard Mitigation Grant Program (HMGP), HMGP Post -Fire, Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA) as well as some first-in-the-nation programs at the State level with Prepare California and the California Wildfire Home Hardening Program. The incumbent will ensure collaboration with other Cal OES directorates and external stakeholders to ensure the project objectives are met. Furthermore, the incumbent will be responsible for managing the activities of staff engaged on diverse projects, including community outreach and all grants management activities. The incumbent will continuously evaluate of the Unit’s capabilities and make recommendations for improvement. The position may require the incumbent create reports for management and executive staff on project implementation strategies; develop work plans, staffing patterns, and direct work assignments; and oversee the development and implementation of procedures to solicit regular updates to state mitigation actions.

These positions are located in the Hazard Mitigation Grants Division, in Mather. This position is eligible for office-centered telework. The ability to telework may be impacted by disaster and/or emergency events that may require full-time in person attendance. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises.

Department Information

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.


In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
