Job Description and Duties

Under the general direction of the Staff Services Manager II (Supervisory), the SSM I Specialist serves as a subject matter expert for the Small Business Finance Center Programs. The incumbent works with a high degree of responsibility and self-initiative in carrying out assignments. This position is responsible for time sensitive duties related to the Small Business Finance Center (SBFC) including, but not limited to: the Small Business Loan Guarantee Program (SBLGP); Bay Area Air Quality Management District (BAAQMD) program; the Disaster Relief Loan Guarantee Program; the Farm Loan Program; the Jump Start Program; the implementation of the State Small Business Credit Initiative (SSBCI) allocation and other new SBFC programs as they develop (collectively, Loan Programs). The incumbent is responsible for conceptualizing, creating, developing, updating, modifying, implementing, and expanding new and existing financing programs within IBank. The incumbent is required to display initiative, a high degree of independence, exercise judgment on assessing the eligibility and compliance of projects.

Working Conditions

Remote: This position is eligible for a full-time telework schedule under Government Code 14200 for eligible applicants residing in California but may require reporting in-person at headquarters in Sacramento upon request.

Department Information

The California Infrastructure and Economic Development Bank (IBank) was created in 1994 and operates pursuant to the Bergeson-Peace Infrastructure and Economic Development Bank Act contained in the California (Government Code Sections 63000-63089.98) et seq. IBank is located within the Governor’s Office of Business and Economic Development (GO-Biz) and is governed by a five-member Board of Directors.

IBank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public and private agencies, provide credit enhancements, acquire or lease facilities and leverage state and federal funds.

When completing the SOQ, describe your experience, knowledge, and competencies as they relate to each of the items to be addressed below. The SOQ should be no longer than four pages in length total, single-spaced, Arial 12-point font. 

 

Your SOQ must address the following: 

  1. Describe your experience in a lead capacity, as an expert in finance and lending to small businesses and/or nonprofits, or another analogous area of expertise. Please include any experience with loan guarantees, Financial Development Corporations (FDCs), Community Development Financial Institutions (CDFIs), or community banks, if applicable.
  2. Describe your experience interpretating and implementing state or federal laws, policies and procedures, or other analogous requirements to maintain program compliance. 
  3. Describe your experience managing large data sets and providing in-depth analysis on the data.
  4. Describe your experience in program and/or project development and management.
