Job Description and Duties

The Department of Toxic Substances Control (DTSC)’s The Office of Legislation and Regulatory Review (OLRR) analyzes and recommends actions on state and federal legislative proposals and coordinates DTSC’s regulation adoption efforts. This includes reviewing, analyzing, and monitoring proposed legislation that may impact DTSC; coordinating the development of DTSC-sponsored legislative proposals; representing DTSC before legislative committees; and working with DTSC staff, legislative staff, and interest groups. Additionally, OLRR serves as a centralized hub of rulemaking

activities. While DTSC’s programs generally lead rule development projects, OLRR continuously communicates and coordinates with the project teams. OLRR also provides policy analysis and process support to project teams, as well as inter-agency facilitation with the Department of Finance and the Office of Administrative Law to ensure DTSC complies with applicable rulemaking requirements.


As a Senior Environmental Scientist (Supervisory) you will have the opportunity to:

  • Oversee and provide direction to staff in the Office of Legislation and Regulatory Review to coordinate workload on environmental legislation and regulation and other research projects, including: assigning, reviewing and tracking bill analyses, enrolled bill reports, amendment language, regulatory analysis, legislatively-mandated reports, and legislative and regulatory proposals that are all consistent with the environmental objectives and policies of DTSC
  • Manage the timeliness, quality of work product, and soundness of arguments presented
  • Assist the Legislative Director in ensuring that the obligations and responsibilities of the Office of Legislation and Regulatory Review are carried out, including timely submission of environmental policy work products to the Executive Office, CalEPA, Governor’s Office and the Legislature
  • Facilitate the formation and activities of multidisciplinary environmental analysis teams that will review, analyze, and monitor environmental legislation, regulations, and policies affecting DTSC's programs

 Desirable Qualifications We Look For:

  • Experience in analysis of legislation
  • Experience in research or  other policy work
  • Experience working collaboratively with others
  • Experience with the Administrative Procedures Act and the adoption of regulations
  • Experience in project management
  • Experience in live and/or remote speaking engagements (outreach events/activities, stakeholder meetings, presenting training, presentations, etc.)
  • Experience in written communication (position papers, memos, white papers, publications, fact sheets, FAQs, formal letters, web content or social media development etc.)
