About the California Workforce Development Board (CWDB)
The CWDB is recognized nationally as a progressive and experimental state workforce department, charting a path to a High Road economy and approach to workforce development grounded in the principles of social equity, environmental sustainability, and resilience and quality jobs. Over the past decade, the CWDB's budget, programs, and staff have grown exponentially using federal and state workforce funding to pilot new sector-based workforce initiatives and develop policy solutions that address the quality and accessibility of jobs in addition to training. The CWDB is a stand alone state agency, is not part of the Employment Development Department, and is under the larger umbrella of the California Labor and Workforce Development Agency. Job Description and Duties
Under the direction of the Staff Services Manager I (SSM I), the incumbent performs the more responsible, varied, and complex technical analytical staff services assignments. The Associate Governmental Program Analyst (AGPA) serves as a resource for the California Workforce Development Board (CWDB) related to personnel management policies, procedures, and processes in the areas including, but not limited to, classification and pay, exams and selection services, attendance, and benefits. The incumbent exercises confidentiality and tact in responding to the CWDB's most critical and/or sensitive personnel issues and transactions. The AGPA also acts as the Division's Attendance Clerk, which includes the more technical employee payroll and benefits issues and questions.
Additionally, the incumbent completes and processes appointment and separation paperwork; and provides support to staff regarding personnel transactions, travel claims, and some clerical work. The incumbent acts as one of the departments Training Coordinators to assist staff in the activation of accounts, research and answer questions, monitor and track staff progress, and assist management to set policies and procedures related to training. The incumbent displays a high degree of initiative and works independently to complete assigned tasks; demonstrates good judgement and ability to communicate effectively; performs a variety of duties requiring adaption to various situations and judgment as to which work method to apply for the desired results; is able to function rationally and deliberately under high pressure situations to reach the best outcomes; and possesses good communication skills and attention to detail.

Hybrid Telework Options Available- The California Workforce Development Board (CWDB) headquarters is located in Sacramento, CA, however we will consider candidates from nearby areas as remote and/or telework options may be available for this position. Terms of the telework schedule are subject to Branch/Division needs and CWDB policies.
