Job Description and Duties

The Department of Financial Protection and Innovation is recruiting for one (1) Permanent, Full-time Associate Governmental Program Analyst position within the Communications and Outreach Unit. This position is to be located in the Sacramento, San Francisco, Los Angeles, or San Diego office. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under the general direction of the Digital Director, the Marketing Analyst is responsible for collaboratively creating and tactically executing an integrated marketing strategy for the Department of Financial Protection and Innovation in alignment with the department’s brand and goals. The responsibilities include planning for and executing integrated paid and earned omni-channel marketing activities to help ensure audience engagement, lead generation, and ROI. The incumbent is also responsible for recommendations on program strategy, budgets, and expenditures. The Marketing Analyst will play a key role in optimizing, building, and executing campaigns to educate and engage consumers. The incumbent will also explore new platforms and services that unlock additional opportunities with our audience over time.

Working Conditions

Sacramento Location: The Sacramento office is located in north Natomas and offers FREE PARKING, is easily accessible from INTERSTATES 5 and 80, and is also close to various dining and shopping choices in the Natomas area.

San Francisco Location: The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants.

Los Angeles Location: The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, multiple parking options.

San Diego Location: The San Diego office is located in the heart of Mission Valley, within walking distance to many shops and restaurants.

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A bachelor’s degree, preferably with a specialization in marketing, communications, or related field.
  • 3+ years of recent experience setting up, optimizing, and reporting campaigns in platforms such as Meta for Business, and programmatic display/video experience with platforms like Google Ads, Adobe Advertising Cloud, etc.
  • Experience managing monthly ad spends.
  • Experience in analyzing campaign performance.
  • Experience partnering and negotiating with outside agencies.
  • Experience using A/B testing tools, including proprietary tools.
  • Must be comfortable forecasting, requesting, and managing a growing budget with KPI targets as the constant focus.
