Job Description and Duties

The Department of Financial Protection and Innovation is recruiting for one (1) permanent, full-time, Senior Financial Institutions Examiner position in the Divison of Corporations and Financial Institutions, Office of Credit Unions. Position to be located in the Los Angeles office. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under the general supervision of a Financial Institutions Manager, the Senior Financial Institutions Examiner (SFIE) is responsible for participating in the examinations of State licensed credit unions conducted in accordance with the Uniform Financial Institutions Rating System and the applicable State and Federal laws and regulations. The Senior Financial Institutions Examiner may be assigned either as a team member or lead examiner and is responsible for reporting their conclusions in a memorandum of their assigned area or in a Report of Examination. Conducts examinations of the largest and most complex examinations of licensees as an examiner-in-charge (EIC). As EIC, the SFIE coordinates the work of examiners assigned to an examination, and reviews and edits workpaper and report comments of other examiners. Assists with or conducts examination fieldwork and exit meetings with management of licensees and/or affiliates.

Working Conditions

The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, multiple parking options.


The duties of this position may require the incumbent to visit any credit union licensee location, division, or branch office or conduct examinations of the largest and most complex operations of a licensee, all of which may require the ability to travel. This position may require some travel to other office locations and occasional travel to conferences, meetings and training events. Travel is primarily done by driving, but also includes periodic air travel and overnight travel.

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. The position requires incumbents pass a Background Investigation prior to being hired. The Background Investigation may include Criminal Background, Fingerprinting, and a review of any governmental records. In addition, other available sources of background information may be reviewed prior to appointment.

FINGERPRINT
Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DFPI’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.

CONFLICT OF INTEREST
This position is subject to Title 10, § 250.30 of the California Code of Regulations, the Department of Financial Protection and Innovation’s Conflict of Interest Regulations, the incumbent is required to submit a Statements of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.

Interested applicants must include a copy of their complete transcripts showing completion of required coursework. Foreign Degrees must provide Degree Evaluation to verify U.S. equivalency.

  • Evaluate licensee operations for potentially unsafe and unsound practices which may lead to financial loss or closure of the licensee.
  • Appraise the most difficult and complex types of reports and information; analyze data and adopt an effective course of action.
  • Communicate effectively (oral and written) to convey examination deficiencies noted during the examination; effectively apply the required technical knowledge and produce concise well written reports to convey the condition of licensees.
  • Utilize the Modern Examination and Risk Identification Tool (MERIT) and Data Exchange Application (DEXA) specialized examination software programs to assist in conducting examinations.
  • Provide on-the-job training to examiners with less experience and complete training forms required by the OCU Training & Development Policy.
