Job Description and Duties

Under the general direction of the State Treasurer as Chairperson, provides policy, program, and technical direction to the State Treasurer and the Committee in its purposes, which includes administering two low-income housing credit programs -- a federal program and a state program providing rental housing investors tax credits for low- and lower-income families and individuals.

This position will run until filled with the following cut off dates: 1st of each month.

    Department Information

    The California Tax Credit Allocation Committee (CTCAC) administers the federal and state Low-Income Housing Tax Credit Programs. Both programs were created to promote private investment in affordable rental housing for low-income Californians.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience with or demonstrated knowledge of federal and state Low-Income Housing Tax Credit Programs.
    • Demonstrated knowledge of the social and political impacts of Affordable Housing in California.
    • Broad administrative experience at the executive or senior level with substantial participation in the formulation, operation and/or evaluation of program policies.
    • Demonstrated ability to communicate and present effectively to a wide variety of internal and external audiences such as a public board, state legislators, and stakeholders.
    • Experience at the executive or senior level providing guidance and facilitation in the formulation of strategies, communications, and messaging on highly sensitive social and political controversial issues.
    • Experience that demonstrates the ability to make executive-level decisions and effectively negotiate solutions with state and federal control agencies, the Legislature and other governmental entities and departments.
    • Demonstrated leadership ability in motivating and leading a multidisciplinary team and/or managerial experience directing a multidisciplinary professional and administrative staff, including experience in team development, mentoring and strategic planning.
    • Extensive managerial and program administrative experience that has included substantial responsibility for a combination of management functions such as program planning; program development; policy formulation; business services, fiscal and personnel management.
    • Demonstrated ability to develop and maintain cooperative and collaborative relationships both within an organization and with outside partners.
    • Demonstrated knowledge of the California legislative and budgetary processes, state agencies, and other governmental entities.
    • Demonstrated ability to draft and analyze legislation and provide testimony as necessary.
    • Demonstrated ability to track and implement new legislation in a timely manner.
    • Possession of personal characteristics that include integrity, initiative, leadership, tact, sound judgment, and adaptability, as well as a strong customer service focus.

    Minimum Qualifications

    Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
