SENIOR PARK & RECREATION SPECIALIST– CULTURAL RESOURCES DIVISION / TRIBAL AFFAIRS PROGRAM MANAGER
This is a statewide recruitment. The reporting location for this position is negotiable in counties (Alameda, Butte, Humboldt, Imperial, Los Angeles, Mendocino, Monterey, Orange, Placer, Riverside, Sacramento, San Diego, San Luis Obispo, Santa Cruz, Sonoma, Tuolumne, and Ventura) with Sacramento as the preferred county. Reporting location will be the closest DPR office in one of the counties listed above to the selected candidate’s residence.
Under general direction of the Department Tribal Liaison, performing the full range of supervisory functions, the Tribal Affairs Program Manager is responsible for the administration of the Tribal Affairs Program. The position supervises and coordinates an inter-disciplinary team of professional staff responsible for identifying and responding to issues of sensitive and extreme importance to California Native Americans and other Indigenous communities in the analysis, development and implementation of plans and agreements. This position serves as a recognized authority that facilitates department-wide compliance and implementation of Native American, Alaska Native and Native Hawaiian federal and state laws, regulations, and policies in support of the department’s protection and preservation of natural, cultural, tribal cultural resources and sacred sites, interpretation and education programs, culturally appropriate management of historical resources and museum collections, and access to ancestral lands for gathering and on-going cultural stewardship of resources (e.g., cultural burns). This position oversees technical compliance for tribal consultations carried out under the California Environmental Quality Act (CEQA)/PRC 21080 program, and, professional staff work within the Native American Graves Protection and Repatriation Act (NAGPRA) and California Native American Graves Protection and Repatriation Act (CalNAGPRA) programs. This position makes recommendations on a broad spectrum of the most difficult administrative and program-related matters; reviews and analyzes proposed legislation; advises the Department Tribal Liaison and management on its potential impacts; and formulates policies, procedures and program alternatives.
This position will work under the direction of the Division Chief, Cultural Resources Division.
