Job Description and Duties

Under general direction of the Program Manager I, the Research Data Specialist II (RDS II) works collaboratively with Cal OES program staff  in coordination for one or more of the six  Recovery Support Functions (RSFs), Community Planning and Capacity Building, Economic Recovery, Health and Social Services, Housing, Infrastructure, and Natural and Cultural Resources. In alignment with the National Disaster Recovery Framework and the California Disaster Recovery Framework, the incumbent will identify and utilize metrics for effectively measuring disaster impacts, identify relevant strategies and useful resources, and identify and utilize data to track recovery post-disaster.

The incumbent will design studies and undertake geospatial, statistical, and qualitative analysis on program interventions to measure success. The incumbent will write reports and studies, recommend the adoption of applications, and determine authoritative data services. The incumbent plans for and performs data creation, preparation and modeling for loss avoidance studies, risk assessment, disaster recovery and other products as necessary.


The incumbent is responsible for identifying and resolving database-related issues, providing enhancements to applications and dashboard products, making recommendations for process improvements and new solutions for effective program management, and delivers analytical products for both program-specific areas and general emergency response and recovery. Works with external agencies on data sharing, distribution, modeling capabilities, and integrates data sharing capability within a web environment.

This position is located in the Recovery Support Functions I unit in Mather. Some teleworking days are allowed; however, the majority of this position’s schedule will be in person. The ability to telework may be impacted by disaster and/or emergency events that may require full-time in person attendance. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.


In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
