Job Description and Duties

Under the direction of the Deputy Director of Public Affairs, the CEA-A (Public Engagement Manager) performs the highly complex tasks related to the strategy, planning, and execution of stakeholder engagement and communication. The Public Engagement Manager will also oversee and direct the Department of Cannabis Control’s (Department) Partner Engagement and the Education and Outreach and Customer Service Sections. A strong candidate will know how to manage and prioritize multiple projects, be a strong writer and communicator and build strong relationships as a critical liaison and spokesperson for the Department.

The Public Engagement Manager is responsible for cultivating cooperative relationships with community partners, including licensees, industry organizations, public health officials, state departments, and others. They will manage the development of critical outreach strategies, oversee the development of public education resources, and inform and monitor awareness campaigns in partnership with the Department Public Affairs Deputy Director. The Public Engagement Manager will participate in community events, meetings, panels, webinars and other professional gatherings, and make recommendations for executive team participation where appropriate.

Working closely with community partners and across Department Divisions, they will be expected to develop metrics to evaluate cannabis industry trends, licensee resource recommendations and information needs, and data requests. These metric-based assessment will serve as the foundation for recommendations to the executive team, including but not limited to policy changes, customer service support, and compliance and licensing process improvements.

    Special Requirements

    Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

    Travel - The incumbent is required to travel throughout California by various methods of transportation.

    Department of Motor Vehicles (DMV) Employer Pull Notice (EPN) Program - The incumbent shall participate in DMV’s EPN Program, which is a process for providing the Department with a report showing the driver’s current public record as recorded by the DMV, and any subsequent convictions, failures to appear, accidents, driver’s license suspensions, driver’s license revocations, or any other actions taken against the driving privilege or license, added to the driver’s DMV record.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s or Agency’s Equal Employment Opportunity (EEO) Program objectives; and a manager’s role in EEO.

    2.     CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Examination Information

    The examination process will consist of a thorough evaluation of the applicant’s Statement of Qualifications (SOQ). An SOQ is a narrative description of how an applicant’s education, experience, knowledge, skills and abilities meet the qualifications for this position. Each applicant must complete and submit their SOQ responding to all factors numbered below.

    1. Describe your experience leading an education and outreach office on sensitive and complex matters with statewide impact.

    2. Describe your experience acting as a spokesperson for an organization.

    3. Describe your experience leading a customer service division, developing metrics and using findings to support policy decisions.

    4. Describe your experience in developing talking points, and speeches.

    5. Please provide a writing sample. This can be a memo, policy recommendation, public engagement or outreach plan, or any other professional work.

    If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
