Job Description and Duties

The Division of Legislative Affairs is looking for an Associate Governmental Program Analyst to join our dynamic and highly visible team as a Legislative Analysis Coordinator. Qualified candidates will have a broad knowledge and understanding of the organization and functions of California State Government, including the organization and practices of the Executive Branch and a department’s role within the Executive Branch.

 

Under the direction of the State Legislative Manager, a Staff Services Manager II, the legislative analysis coordinator is responsible for tracking active legislation affecting the department, coordinating the office's bill review process, coordinating legislative proposals, and assisting with tracking bill analysis development and office workload. This position is also responsible for developing recommendations for the Governor's Office primarily relating to legislation affecting policies and budget matters, often coordinating cross-functional working groups within the Department to identify impacts of pending legislation and helping develop appropriate strategies for securing passage or defeat of legislation.

Working Conditions

Position located in Sacramento.

While at the base of operations, the employee will work in a climate-controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. The work environment is fast- paced and busy and requires considerable flexibility in managing time, priorities, and assignments. The work can be demanding and/or stressful. The incumbent will be using a keyboard/mouse and video display/monitor.

 

Frequent walking trips to the Capitol and nearby offices is required. Some travel may be required; therefore, the incumbent must be able to travel using a car or commercial transportation. A hybrid telework schedule is allowed pursuant to the department's telework policy depending on workload, in person meetings, presentations and other factors.


This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
