Job Description and Duties

Under general direction of the Chief Information Officer (CIO), incumbent holds complete management responsibility for Cybersecurity section in IT division.

The Cybersecurity section provides essential services to safeguard STO’s digital assets and sensitive information. These services include threat detection and analysis, vulnerability assessments, security policy development and enforcement, incident response and recovery, employee training and awareness programs, security technology deployment and management, technology recovery planning, and continuous monitoring to identify and mitigate cybersecurity risks, ultimately ensuring the organization's resilience against cyber threats.

The Chief Information Security Officer is responsible for overseeing STO’s cybersecurity strategy and ensuring the protection of sensitive data and information systems. Their role includes managing security policies, implementing safeguards, conducting risk assessments, responding to security incidents, and staying updated on emerging threats and security technologies to maintain a robust cybersecurity posture.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Department Information

The State Treasurer's Office is a small department located only a few blocks away from the State Capitol Building, and is close to public transportation and with parking garage options nearby. The building is a short walk away from the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. The neighborhood around the building is filled with endless dining options, parks, coffee shops, fitness clubs and conveniences like corner stores, etc.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience: High degree of experience and knowledge in the practices, principles, and techniques of cyber security operations, implementation, and security incident response, and demonstrated experience in collaboratively implementing IT security best practices.
    • Technical Expertise: Extensive knowledge and experience with National Institute of Standards and Technology (NIST) SP 800, Federal Information Processing Standards (FIPS), NIST Secure Software Development Framework (SSDF) and hands-on experience utilizing security tools (such as Sentinel, Tenable, Cortex XDR, etc.) for SEIM, threat hunting, security reporting, etc.
    • Security Certifications: Possess one or more of the following desired certifications. Certified Information Security Systems Professional (CISSP), Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), Certified Information Privacy Professional (CIPP), Certified Cloud Security Professional (CCSP), Certified Information Systems Auditor (CISA), Certified Information Systems Security Officer (CISSO)
    • Communication Skills: Able to communicate complex technical concepts clearly to both technical and non-technical stakeholders.
    • Leadership Skills: Strong leadership skills, including the ability to mentor, motivate and inspire team members, be able to collaborate with multidisciplinary technical staff.
    • Strategic Thinking: The successful candidate should be able to think strategically, plan for the future, and guide the team towards the long-term goals of the organization.
    • Continuous Learning: Information security threats and technologies are evolving rapidly, and a successful candidate must have a mindset of continuous learning and a willingness to adapt to changing technologies and trends.
