Job Description and Duties


The Assistant Deputy Director of Business Planning (ADD, BP) will personally be responsible for driving the annual business planning process and for policy recommendations and revisions that relate to the annual business plan and management of the Research Program.  The ADD, BP will also have responsibility for each year’s Optimal Prize Payout Policy including the analysis, recommendations, and report to the Director.

As a unit reporting directly to the Directorate, in the Executive Division, and as the primary facilitator of organization-wide business planning initiatives that ultimately drive the Lottery's ability to meet its goal of providing supplemental funding for education, this unit and the role of Assistant Deputy Director of Business Planning, is extremely critical to the Lottery's mission.

This position is headquartered at the Lottery Headquarters in Sacramento, CA and is eligible for either a remote-based or office-based telework schedule. One day per week in office presence is required. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee.

Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting" means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience developing business plans, strategic plans, or marketing plans for a business, organization, or product line within a business, having revenue of at least $100 million annually.
    • Knowledge of and experience providing expert guidance and recommendations on the development of goals, strategies, performance measures and action plans, through an Annual Business Planning process.
    • Experience identifying, developing, and recommending new policy and existing policy changes necessary to implement departmental improvements. 
    • Ability to gain strategic insights and implications, and advise Executive Management utilizing sales data, performance review on initiatives, internal consumer research, and external reports on business trends.
    • Extensive management and leadership skills with proven experience leading, coaching, and motivating other leaders and multiple direct and indirect teams. Including an ability to motivate others and grow their talent.
    • Demonstrated success driving innovation and change with experience bringing a curiosity to work projects and an enthusiasm to continual learning. Including the ability to lead large projects that have a duration of one year or longer and involve many divisions within an organization.
    • Experience providing broad oversight of a research program and making recommendations to align research efforts with current and future business needs and the organization’s strategic direction.
    • Excellent oral and written communication and presentation skills. Including high proficiency in the use of Excel, PowerPoint, Word, and other analytics reporting tools.
    • Bachelor's degree in business administration or related field. MBA preferred.

     


      Examination Information

      The examination process will consist of the review of the Experience Questionnaire. This review will be the only basis for your final score and rank on the eligible list. Applicants who do not submit a completed Experience Questionnaire will be eliminated from the examination.
