Job Description and Duties

The Department of Financial Protection and Innovation (DFPI) is recruiting for one permanent/full-time Financial Institutions Examiner (FIE) position within the Division of Consumer Financial Protection’s Debt Collection Program.

Financial Institutions Examiners in the Debt Collection Program are responsible for processing registration applications and conducting examinations of companies offering or providing financial products and services subject to the Debt Collection Licensing Act (DCLA) and California Consumer Financial Protection Law (CCFPL).  

The incumbent will progress through the ranges of the FIE class, and the work will increase in complexity as more experience is gained. An incumbent in Range A will receive on-the-job training to perform duties, an incumbent in Range B will perform the same tasks with work of average complexity, and an incumbent in Range C will perform all the same tasks at the journey level. 

This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Working Conditions

This is a Statewide recruitment with the position to be located in either the Sacramento, Los Angeles, San Francisco, or San Diego office. The position is eligible for telework. Telework is subject to the DFPI's Telework Policy and in accordance with Government Code Sections 14200-14203 for employees residing in California.

Sacramento Location: The Sacramento office is located in north Natomas. FREE PARKING is available, is easily accessible from Interstates 5 and 80, and is also close to various dining and shopping choices in the Natomas area.

San Francisco Location: The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants.

Los Angeles Location: The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, and multiple parking options.

San Diego Location: The San Diego office is located in the heart of the Mission Valley, within walking distance to many shops and restaurants.


The duties of this position require the incumbent to travel within and outside California to visit any credit union licensee location, division, or branch office or conduct examinations of the largest and most complex operations of a licensee.

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. The position requires incumbents pass a Background Investigation prior to being hired. The Background Investigation may include Criminal Background, Fingerprinting, and a review of any governmental records. In addition, other available sources of background information may be reviewed prior to appointment.

FINGERPRINTING
Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DFPI’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.

CONFLICT OF INTEREST
This position is subject to Title 10, § 250.30 of the California Code of Regulations, the Department of Financial Protection and Innovation’s Conflict of Interest Regulations, the incumbent is required to submit a Statements of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.
