Job Description and Duties

The Secretary of State’s Office (SOS) is recruiting to fill a permanent, full-time Associate Governmental Program Analyst position. If you have current or prior experience researching and drafting legislative proposals, assisting members of the Legislature with constituent case work, and/or knowledge of/experience with the California elections process please submit a completed and signed state standard application form (Std. 678) to the address below. The Secretary of State is willing to consider hiring at the Staff Services Analyst classification for purposes of recruitment.

Under the general direction of the Deputy, Legislative Affairs, and Staff Services Manager of Legislative Affairs the incumbent researches laws, regulations, policy manuals, and contracts in preparation of developing recommendations to advise executive leadership on issues that arise. Analyzes and solves difficult technical governmental and managerial problems. Researches, drafts, and evaluates legislative proposals promoting the Secretary’s legislative agenda. Tracks legislation impacting operations of the SOS throughout the legislative process and provides testimony at legislative hearings. Assists with constituent and legislative casework. Exercise sound judgement and discretion in completing assigned duties. Maintain regular, consistent and predictable attendance. Please note that this position requires unscheduled overtime after the close of business including weekends.

Desirable Qualifications:
  • Possess extensive experience with the legislative process.
  • Ability to appropriately apply current laws, rules, policies and procedures governing the Secretary of State’s office mission and goals.
  • Exercise a high degree of initiative and independence of action, decision-making and strong communication and organizational skills.
  • Willingness to work overtime during the legislative session.
  • An aptitude for working under pressure and meeting deadlines as well as understanding complex issues while identifying and prioritizing problems, issues, and concerns.
  • Extensive knowledge of / experience with the elections process and a willingness to quickly learn the legislative process may also be considered in lieu of direct legislative experience.
