Job Description and Duties

The California Department of Social Services is seeking a highly motivated, Staff Services Manager (SSM) I who is looking for meaningful work in a high profile and fast paced environment to join the Fiscal Policy and Analysis Bureau of the Financial Management Branch (FMB). The Branch serves a key role in budget development, fiscal implementation, fund distribution and providing fiscal policy and oversight of California's multi-billion-dollar social service programs.

Under the general direction of Bureau Chief, the SSM I is responsible for management of the Fiscal Analysis and Allocations Unit and the planning, development and distribution program funds to the 58 counties. The responsibilities include internal coordination with the programs and managing relationships with county partners and stakeholders. The SSM I oversees the work of three analysts in the unit, which includes development of fund distribution methodologies, analysis of expenditures and reconciliation of county spending compared to allocations throughout the year. The FMB invites candidates with leadership experience, strong math and analytical skills and sound decision-making experience who are up for a challenge to apply and compete. Knowledge of social service programs such as CalWORKs, Child Care, CalFresh, Foster Care and In-Home Supportive Services is beneficial.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

The Financial Management Branch (FMB) is comprised of three bureaus; Children and Adult Programs Estimates Bureau, CalWORKs and CalFresh Estimates Bureau and Fiscal Policy Bureau. The branch plays a key role in developing fiscal policy, working with the Department's core programs to develop the Local Assistance Budget and meeting the research and data needs required for sound decision-making.


The FMB is responsible for fiscal policy related matters to support overall program administration, 
fiscal oversight and budget development and implementation. This includes overall analysis and coordination of federal and state legislation for fiscal impact, as well as serving as lead or support capacities for special projects.

The Statement of Qualifications must address the following:


1.Your experience in a management or lead capacity. Include details regarding the size ofteam, activities for which you served in a leadership role, length of time in the role and yourcontribution to the team or project effort.

 

2.Technical experience working in a fiscal environment, including working with data, methodologydevelopment and use of software and data systems, such as Excel and expenditure managementdatabase systems. Describe your level of proficiency.

 

3.Describe a time when you have had to handle sensitive information or have had to make arecommendation for major decision-making. What responsibility did you have over the matter andwhat was the outcome?
