Under direction of the Chief (IT Manager I) of the Business Intelligence Division (BID), the incumbent works both independently and as part of a Business Intelligence (BI) team to develop, configure, maintain, enhance, and test on-premise and cloud-based enterprise BI solutions, data warehouse, subject area data marts, ETL processes, reports, dashboards, stories, and geo-spatial analysis (mapping) solutions.

The successful candidate must be highly motivated to work in a fast-paced and highly collaborative environment to execute projects within a hybrid Waterfall / Agile (wAgile) methodology. The incumbent must maintain a positive work attitude; provide excellent customer service; communicate effectively with the program/business users and other employees; develop and maintain knowledge and skills related to data analysis, BI solution development, development methodologies, materials, tools, and equipment.

 

The incumbent must have the ability to effectively work from home (Telework), or in our downtown Sacramento office. In order to Telework, the incumbent must have a Cable or Fiber connection to the Internet.

This position is eligible for a hybrid telework schedule under Government Code 14200. Under the Department of Managed Health Care’s (DMHC) current hybrid telework policy, employees may be required to report in-person to the office two times per week and will be required to utilize a shared or “hotel” workspace. Employees may also be required to report in person more frequently as determined by management, which may include working at a DMHC designated headquarters and/or offsite events or locations. Employees must work from a location within California while employed at the DMHC.

Working Conditions

The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operationalneeds are met.

Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate worklocation. Remote-Centered employees agree to adhere to the state telework policy, the DMHC’s telework policy, and conditions cited in theTelework Agreement (STD 200).

Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees areexpected to work in a climate-controlled office or cubicle under artificial lighting.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

This is posted for an IT Specialist I position, but we will consider an IT Associate. Qualifications that are optional for the position of IT Associate are marked as such in the list below:

  1. Experience working with enterprise and data architects, business analysts, project management teams and program/business stakeholders to develop, test, support and maintain Business Intelligence (BI) solutions. This can include, but is not limited to, enterprise analytical reports, dashboards, data warehouse, data lake, data marts, ETL processes, using SQL Server, Python, and JavaScript.
  2. Experience acquiring and preparing data from various custom application sources for use in DMHC reporting and analytics solutions to support decision making.
  3. Experience in business and technical analysis, development tasks, execute unit testing, participate in peer code review, and serving as a BI support resource for on-premise and cloud based reports, dashboards, data warehouse, data lake and ETL solutions.
  4. Experience developing reports and dashboards in Tableau, PowerBI, SSRS
  5. Experience in development using SQL Server, T/PL-SQL, Python, SSIS
  6. Experience in ETL development.
  7. Experience in Documentation of code, and creating ERD and data flow diagrams.
  8. Experience in Dimensional modeling, This is not a requirement for the position of IT Associate.
  9. Experience developing solutions within Snowflake, Microsoft Azure BI/data platform in the cloud, or similar technologies. This will be a plus not a requirement for the IT Associate position.
  10. Experience in developing analytical solutions using ArcGIS is a plus.
  11. For IT Specialist I only, experience developing solutions within OutSystems, Power Apps and NoSQL technology, or similar is a plus.

For IT Associate, an experience of two years in above mentioned areas OR 60 semester units (or 90 quarter units) from an accredited college or university including at least 15 semester units (or 22.5 quarter units) of information technology course work will be sufficient. For IT Associate the working title will be Junior Business Intelligence Analytics (BIA) Developer.
