Job Description and Duties

The Position is headquartered in Sacramento.

Under direction of the Staff Services Manager II (Integrated Communications Manager), and in close coordination with the Creative Services Manager (Staff Services Manager I), the Associate Governmental Program Analyst serves as the California Department of Aging’s (CDA) Multimedia Content & Design Coordinator. The incumbent independently leads and independently manages the planning, development, and execution of high-quality visual and written content to support CDA’s public education efforts, stakeholder engagement, and cross-departmental initiatives. The position plays a central role in ensuring content reflects brand and messaging strategy, aligns with accessibility standards, and resonates with diverse audiences. This role supports both routine and high-profile projects and contributes to the professional creative identity of the department.

Working Conditions

This position is hybrid and eligible for telework up to three days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital (i.e., Zoom, WebEx, MS Teams, etc.) or in person.\


Up to 5% travel may be required within the state of California.

Department Information

The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. The Department administers funds allocated under the federal Older Americans Act, the Older Californians Act, and through the Medi-Cal program.

 

Recognizing that California’s over-65 population is projected to grow to 8.6 million by 2030, Governor Gavin Newsom issued Executive Order N-14-19 calling for the creation of a Master Plan for Aging to be developed by December - 2020. The Master Plan will serve as a blueprint that can be used by state government, local communities, private organizations, and philanthropy to build environments that promote healthy aging. CDA will play an integral part in the development and implementation of the Master Plan.

Special Requirements

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience in graphic design and layout skills, with experience producing visual content for both print and digital formats (e.g., infographics, social posts, presentations, fact sheets).
  • Knowlege and experience of industry-standard design and multimedia tools, including Adobe Creative Cloud (Illustrator, Photoshop, Premiere Pro, InDesign), Canva, and video editing or motion graphics platforms.)
  • Experience in photography, including photo editing and retouching for digital use, with an understanding of composition, lighting, and visual storytelling.
  • Experience developing social media content that aligns with strategic messaging, branding, and accessibility standards, particularly for public education or outreach campaigns.
  • Experience managing content production timelines and deliverablesE, including the ability to work independently on multiple concurrent projects.
  • Knowledge of accessibility and inclusion standards, including Section 508/WCAG and best practices for ADA-compliant design and plain language content.
  • Experience supporting webinars, town halls, or live/virtual events, including developing slide presentations, running tech logistics (screen sharing, recordings), and creating post-event content.
