Job Description and Duties

The State of California recognizes the safe and secure exchange of health information as vital to reducing medical errors, improving health care service quality, and producing greater value for health care expenditures for all Californians. Working with a wide spectrum of stakeholders, the Administration has established a Data Exchange Framework (DxF): a single Data Sharing Agreement (DSA) and common set of Policies and Procedures (P&Ps) that govern the exchange of health and human services information (HSSI) among health care and social services entities.

The Department of Healthcare Access and Information (HCAI) is seeking a Research Data Specialist I (RDS I) to lead the measurement of success and opportunity for the DxF. Under the general direction of DxF Program Director and DxF management, the Research Data Specialist I independently performs the most complex and sensitive research and data analysis activities to support the DxF’s impact measurement, evaluation, and reporting efforts. The incumbent applies advanced research methodology, statistical techniques, and data management practices to assess program performance, and support executive leadership through developing data-driven insights and recommendations. They exercise a high degree of initiative, judgment, and independence and work collaboratively across multidisciplinary teams and with external stakeholders to ensure the accuracy, quality, and timeliness of data deliverables.

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment. Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

4. Describe your experience leading complex data analysis or program evaluation projects. Include your role, methodologies or tools used, and how your analysis influenced executive decision-making or policy development.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor’s or Master’s degree in Data Science, Statistics, Economics, Public Policy, Health Informatics, Computer Science, or a related field.
• Demonstrated experience in data analysis, program evaluation, and impact measurement, including health care cost and outcome analysis.
• Proficiency in statistical and analytical tools.
• Experience developing data visualizations and dashboards.
• Understanding of California’s current DxF landscape and other state or national health and social service exchange initiatives.
• Knowledge of evaluation and performance measurement methods (e.g., logic models, cost-effectiveness analysis, quasi-experimental designs).
• Experience working with large, complex, or federated datasets.
• Understanding of data privacy, security, and compliance requirements (e.g., HIPAA or state data standards).
• Excellent communication skills with the ability to translate analytical findings into clear, actionable insights for technical and non-technical audiences.
