Job Description and Duties

The Civil Rights Enforcement Section enforces federal and state civil rights laws and the California and U.S. Constitutions through affirmative investigations and complex litigation in federal and state courts. Subject areas include children’s rights, racial justice, immigrants' rights, voting rights, disability rights, and housing. The Section houses the Bureau of Children’s Justice, the Disability Rights Bureau, and Racial Justice Bureau. In addition to representing the Attorney General in his independent capacity, the Section represents state agencies and state boards, including the California Civil Rights Department. The Section also implements various state laws, including the Racial and Identity Profiling Act of 2015 (Assembly Bill 953), Assembly Bill 1780 (ban on legacy and donor admissions in higher education), and AB 103 (immigration detention facility reviews).

 

Under the supervision of the Senior Assistant Attorney General, Supervising Deputy Attorney General, or the designated Deputy Attorney General, the Senior Legal Analyst performs a wide variety of case management and analytical duties to assist attorneys and staff in investigations and complex litigation. These tasks include, but are not limited to, analyzing local court rules, assisting with court filings, interviewing and interacting with witnesses and members of the public, using litigation support software, assisting during evidentiary hearings, analyzing files, facts, and documents, summarizing and organizing data and information, compiling data and gathering information, preparing and finalizing investigatory and legal documents, investigations and trial preparation, legal research, assisting with maintaining section files, managing contracts with experts and third party vendors, and other administrative and case-related tasks as required. These positions will primarily support work related to ongoing litigation in federal courts across the country.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Applicants should have demonstrated strong analytical, litigation, and paralegal skills. Familiarity with legal concepts and procedures is highly desirable. Experience with electronic discovery software, Relativity, CaseMap, Trial Director, LexisNexis (including CourtLink and Accurint), Westlaw (including PeopleMap), Power Point, Word and Excel is highly desirable, as are relevant linguistic skills and experience in investigations and complex litigation. The applicant should possess the ability to work independently or in a team setting, take initiative, assume high level responsibility, and exercise good judgment. Good verbal and written communication skills are critical.
