The most competitive candidates will possess demonstrated ability to plan, organize, direct, and evaluate the work of technical staff; to evaluate complex market data and contract information; to protect sensitive information; to successfully manage projects with contributions from multiple teams; and to develop clear policy recommendations based on sound assessment of information from multiple sources.The successful candidate will be an effective leader and mentor; have a demonstrated ability to negotiate solutions to sensitive issues with tact and diplomacy; have knowledge of State and federal oversight of markets related to the Cap-and-Invest Program; have practical experience with regulatory oversight and compliance assistance; and be capable of recommending and advocating State policy on climate-related issues. The strongest candidates will communicate effectively in speech and writing using direct, concise, and non-technical language; think strategically; be confident in dealing with all levels of management; be comfortable with a flexible management structure based on project teams; and readily adapt to changing priorities. Specialized knowledge of environmental markets, project management, regulatory oversight, the design of market infrastructure is desirable, and administrative rulemaking processes in California. The ability to appropriately handle sensitive information and materials is essential.
