Job Description and Duties

Have you always had an interest in how hazardous waste is managed in California? Would you like to make a difference in assisting to ensure that our communities are safe from mismanagement of these wastes? Take a look at the following position.

 

As an Environmental Scientist you will have the opportunity to:

  • Evaluate the federal regulations required to maintaining California's RCRA Authorization by conducting and documenting analysis based on scientific and or technical reviews of proposed and final rules as written in the Federal Register, and any U.S. EPA created resources
  • Analyze and document current requirements in the California Code of Regulations and the Health and Safety Code to see that California standards are equivalent to parallel federal standards; work with attorneys to seek concurrence with analysis
  • Develop regulations and/or statutory requirements in coordination with the Analyst II for any requirements for which California is less stringent to maintain equivalency with federal requirements, work with attorneys to consult with and review proposed regulatory and/or statutory changes
  • Develop outreach materials in coordination with the Analyst II for the new requirements so that the regulated community is informed of what they will be required to comply with and respond to questions from local government and industry regarding implementation in California
  • Develop the authorization application package in coordination with Analyst II and attorneys for review by U.S. EPA
  • Research past DTSC decisions and correspondence, statutes, legislative analyses, regulations, rulemaking documents, information related to industrial practices, as well as scientific literature related to chemistry and chemical reactions, to ensure that the regulation is supported by sound science and is consistent with the objectives and policies of DTSC and the Hazardous Waste Management Program (HWMP)

Desirable Qualifications We Look For:

  • Excellent written and verbal communication skills
  • Knowledge and/or experience related to environmental laws and regulations
  • Experience conducting scientific literature reviews or original research, analyzing scientific data, data science (data mining, database programming, informatic tool development, etc.), and preparing complex technical reports
  • Experience giving technical presentations
  • Ability to work independently and in a team

Working Conditions

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
