About this Role:
Under general direction from an Accounting Administrator I (AA I), the Senior Accounting Officer, Supervisor (SAOS) is responsible for planning, assigning, directing, reviewing and evaluating the work of the Cash Receipts Unit accounting staff within the Accounts Receivable & Cash Receipts Section.

The Cash Receipts Unit is responsible for processing incoming mails, processing with the Remittance Processing System (RPS), posting, depositing, and remitting of all cash receipts including checks and Electronic Fund Transfers (EFTs). This SAOS must have an understanding of Title 19 (Medical) and Title 21 (Healthy Families) grants and funding breakdown.  

The SAOS assists with monitoring of deposits through Financial Information System of California (FI$Cal).

This position is located in East End Complex (EEC) across the street from the California State Capitol Park and the Rose Garden. The EEC is walking distance to public transportation and near various eateries.

The Fiscal Program’s Financial Management Division (FMD) works to accomplish DHCS’s mission through fiscal integrity, transparency, and accountability of approximately $202.7 billion annually.   This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ must be typed, numbered, no more than two pages in length, Arial font size 12, with 1” margins, single-spaced, including your first and last name at the top of the page.

  1. Describe your experience supervising accounting or fiscal staff. Include how you planned and assigned work, developed training plans, evaluated performance and adjusted desk procedures or workflows to improve efficiency or accuracy. Provide a specific example and the outcome.
  2. Describe your approach to supervising staff in an accounting or fiscal unit. Include how you provide feedback, address performance issues, motivate employees, and ensure work meets quality and timeliness standards. Provide a specific example of a challenging situation and how you handled it.

Telework and Salary Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

All commute expenses to the reporting location will be the responsibility of the selected candidate.
