Job Description and Duties

Join the Child and Family Services Division’s Supervisory team and help drive meaningful change for children, youth, and families across California. We are rolling out new statewide initiatives and strengthening our foster care programs—and we’re looking for a Supervising Governmental Auditor I (SGA I) who is ready to make an impact.

In this key role, you will lead a dedicated team of auditors within the Performance Audits Unit, working under the direction of the Fiscal and Performance Bureau Chief (SGA II). Your team conducts on-site, desk, and hybrid fiscal and performance audits of nonprofit provider organizations that receive federal funding to support foster children in out-of-home care.

You will guide the team’s work to ensure that every audit aligns with Government Auditing Standards and Generally Accepted Accounting Principles, while promoting consistent application of the Bureau's audit policies and procedures. Your expertise will help determine compliance with complex state and federal requirements, and you will also represent the Department in defending protested or appealed audits before Administrative Law Judges.

Working Conditions

This position may require 25% - 35% travel by various modes of transportation, including airplane, trains, automobiles, and overnight stays.

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

  

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

The mission of the Performance Audits Unit, in the Fiscal and Performance Audits Bureau is to ensure that children placed in foster care programs such as; Short-Term Residential Therapeutic Program (STRTPs), Foster Family Agencies (FFAs), Transitional Housing Placement -Non Minor Dependents (THP-NMDs) and any other providers who receive Aid to Families with Dependent-Children Foster Care (AFDC-FC) funds, are receiving services for which the providers are being paid and to provide assurances for the performance and fiscal integrity of the provider.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


• Strong knowledge of governmental accounting principles, auditing standards, internal controls, and fiscal monitoring practices relevant to nonprofit and foster care organizations.

• Experience conducting complex fiscal audits and/or performance audits, including on site reviews, desk audits, and evaluation of outcomes and performance measures.

• Demonstrated ability to interpret and apply State and Federal laws, regulations, and funding requirements, particularly those related to Title IV E and child welfare programs.

• Experience supervising, training, and developing audit staff, including assigning work, reviewing completed audits, providing feedback, and ensuring quality and timeliness.

• Ability to plan, organize, and manage multiple audits simultaneously while meeting deadlines and maintaining high standards of accuracy and compliance.

• Strong analytical and critical thinking skills, with the ability to identify risks, evaluate fiscal integrity, and develop clear, well supported findings and recommendations.

• Excellent written and verbal communication skills, including the ability to prepare audit reports, present findings, and participate in entrance and exit conferences with professionalism.

• Experience collaborating with internal and external stakeholders, including providers, program managers, and oversight entities, to promote accountability and program integrity.

• Proficiency with audit support software, particularly TeamMate, or the demonstrated ability to quickly learn and utilize audit management systems.

• Ability and willingness to travel as needed for on site reviews and provider audits.

• Strong ethical judgment, professionalism, and commitment to safeguarding public funds and ensuring the integrity of child welfare programs.

• Ability to work independently and exercise sound judgment while also fostering a collaborative, supportive team environment.
