Job Description and Duties

The CDSS Information Technology (IT) Acquisitions Section plays a critical role in delivering timely, compliant, and high-quality IT procurement services that support the Department’s broad and diverse statewide programs. As a key member of the IT Acquisitions Section, the Analyst III serves as an advanced-journey-level subject matter expert who leads complex, sensitive, and department-wide IT procurement efforts.

In this role, the Analyst III independently plans and manages competitive IT solicitations; provides expert consultation to programs, executives, and project teams; and guides stakeholders through the full life cycle of IT acquisitions. The incumbent leads evaluation activities, prepares essential procurement documents, conducts high-level research, and supports policy and process improvements that strengthen the Department’s procurement practices.

The Analyst III regularly collaborates with CDSS programs, CHHS partners, statewide control agencies, and vendors to develop acquisition strategies, resolve procurement challenges, and ensure clear and consistent communication. The position also contributes to developing and maintaining procurement standards, provides training and mentorship to staff, and represents the Department in procurement-related discussions, meetings, and negotiations. Additional responsibilities include status reporting, supporting special projects, and performing other assignments as needed.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

  

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

The Grants and Acquisitions Bureau (Bureau) is dedicated to providing procurement and grant services to California Department of Social Services (CDSS) programs and the California Health and Human Services Agency (CHHS). The Bureau coordinates the review and approval process with control agencies. 1. Describe your experience independently planning, developing, and executing complex IT acquisitions for IT goods and/or IT services.
2. Explain your experience interpreting and applying state procurement laws, policies, and statewide guidance (such as State Contracting Manual, State Administrative Manual, Government Codes, Management Memos, Executive Orders, Control Agency requirements, etc.).
3. Describe a time when you provided expert-level consultation or led stakeholders through a sensitive or challenging procurement issue.
4. Describe how you demonstrate leadership at work, particularly when mentoring staff, leading evaluation panels, coordinating complex activities, or managing competing priorities.

This position is designated under the Conflict of  Interest Code.

• Proficiency with FI$Cal procurement functions, eProcurement tools, and document management systems.
