Job Description and Duties

Under administrative direction of the Chief Technology Officer, the Information Technology Manager (ITM) II, acts as Chief of the Application Development and Support Branch (ADSB), and serves as CDPH’s Executive Technology leader for data science, enterprise analytics platforms, and health data exchange infrastructure. The ITM II is responsible for enabling real-time data integration, supporting AI/ML-driven public health intelligence, and embedding health equity analytics across CDPH. This includes leading the implementation of cloud-native architectures; utilizing generative AI solutions in partnership with the Technology Integration Services Branch; and state-wide data interoperability initiatives aligned with the California Health and Human Services (CalHHS) Data Exchange Framework (DxF) and Future of Public Health (FoPH) priorities.

 

The ITM II works directly with internal ITSD staff that includes, but is not limited to, the Chief Information Officer, Information Security Office, Enterprise Portfolio Management Office, as well as CDPH Centers/Divisions/Offices and Executive staff to advise on all matters relating to CDPH data policies, procedures, and finding solutions to complex technical issues. Solutions may include, but are not limited to, drafting a department-wide data strategic plan; selecting enterprise-wide technology that meets department standards; transforming legacy technology to modern enterprise standards; and adopting platforms that take advantage of new technologies. In addition, the ITM II initiates, develops, and implements CDPH IT policies, as well as oversees the maintenance and operation of ADSB.

 

The ITM II performs duties within the Business Technology Management domain.

 

Travel up to 10% to the CDPH Richmond campus and/or other facilities may be required.



In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information:

 

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

 

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

  • Demonstrated leadership operating cloud-native data platforms and analytics tools (e.g., Azure, Databricks, Power BI), with strong data engineering or architecture fluency.
  • Working knowledge of CalHHS DxF and public-health modernization efforts (FoPH) or analogous interoperability frameworks.
  • Strong stakeholder management, change leadership, vendor/partner management, and outcome-focused delivery across complex organizations.
