Job Description and Duties

Under the general direction of the Information Technology Supervisor II the incumbent serves in the capacity of an Information Technology (IT) Procurement Specialist to Department of Justice’s (DOJ) California Justice Information Services (CJIS) Division executive management, executive staff, and CJIS customers to solve a wide range of business and technical issues. The incumbent performs complex tasks related to IT procurements and projects at the lead level. The incumbent performs cost and price analysis on IT hardware and/or services in support of feasibility studies for DOJ delegated and non-delegated IT projects. The incumbent represents the Department in setting IT procurement policies with the State’s control agencies and DOJ clients. The incumbent requires innovative problem solving and exercises a high degree of initiative and independence during the performance of assignments. The incumbent acts as a Subject Matter Expert on the most complex analytical and consultative projects relating to information technology procurement, project and service contracts, legislation, and special projects. This position requires a deep knowledge of the Department’s Programs, IT infrastructure, and systems.
 
The incumbent’s objectives are the successful development and implementation of acquisition and project processes and procedures from initiation, planning, execution, through award.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

This position is located in the California Justice Information Services Division, Enterprise Services Bureau, Procurement and Contracting Branch, IT Contracts & Procurement Section, IT Contracting & Procurement Unit.

ALTERNATE RANGE CRITERIA 484

Established 1/31/18, Pay Letters 18-04 and 18-05

Range A. This range shall apply to persons who do not meet the criteria for Range B or Range C.

Range B. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed two years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I.

Range C. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed four years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I.:

When the requirements for the criteria are met and upon recommendation of the appointing power, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.676. Upon movement to Range C, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.674 shall apply.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Proven experience leading the development of complex IT procurement solicitations, including Requests for Proposals (RFPs), Requests for Offers (RFOs), Requests for Information (RFIs), and Requests for Quotes (RFQs).
  • Experience drafting and developing Statements of Work (SOWs) and collaborating with stakeholders to define clear and comprehensive requirements.
  • Hands-on experience with all phases of state procurement and contracting processes for IT consulting and personal services contracts.
  • In-depth knowledge of State laws, rules, and regulations, including the Public Contract Code (PCC), Government Code (GC), State Administrative Manual (SAM), Statewide Information Management Manual (SIMM), and State Contracting Manual (SCM).
  • Familiarity with IT industry terminology and standards to support effective communication with technical staff and vendors.
  • Demonstrated expertise in evaluating and selecting vendors and proposals for complex IT procurements, including conducting business and technical analyses to ensure compliance with specifications.
  • Strong project management skills, with the ability to plan, organize, and manage multiple procurement projects simultaneously.
  • Proven ability to identify problems, evaluate alternatives, and recommend or implement effective solutions.
  • Demonstrated experience in process improvement initiatives to enhance procurement and contracting efficiency.
  • Excellent verbal and written communication skills, with the ability to present complex procurement information clearly to diverse audiences, including executive management.
  • Proven ability to communicate effectively with all levels of management and external entities such as the California Department of Technology (CDT) and the Department of General Services (DGS).
  • Ability to exercise sound independent judgment, tact, professionalism, and discretion when handling sensitive or confidential procurement matters.
  • Strong attention to detail to ensure compliance, accuracy, and documentation integrity throughout all procurement activities.
  • Demonstrated ability to adapt to changing priorities, manage competing deadlines, and work effectively under pressure.
  • Proven ability to work both independently and collaboratively within a team environment.
  • Proficiency in using Microsoft Office and collaboration tools, including SharePoint, Teams, Word, Excel, PowerPoint, and Outlook.
