Job Description and Duties

Under the general direction of the Correctional Administrator, Camp Division, the Captain, AI for SCC provides supervision to 27 Camp Commanders and subordinate staff. This position plans, organizes, and directs camp operations throughout the state of California and maintains liaison with CALFIRE and Los Angeles County Fire Department (LACO) personnel and SCC management. Serves as the Administrative Officer of the Day (AOD) several weeks out of the year.

OR

Under general direction of the Correctional Administrator, DOC, also known as the Associate Warden Central Operations (AWCO) the Captain, AI assigned to Central Operations functions with minimal supervision and works in concert with several Facility Captains to ensure the continuity of security and program functions within the facility. Provides direction to the Institution Locksmith, one Office Technician, the Watch Commander, the Personnel Assignment Office, and the Incarcerated People Assignment Office. This position shall also serve as the Assistant Substance Abuse Testing Coordinator, Operation Disconnect Coordinator, Emergency Management Coordinator, Custody Supervisor Training Coordinator, Honor Guard Usage Coordinator and oversee Camp Unit Classification Committee. As the highest-ranking uniformed employee, you are to conduct yourself in a manner that will serve as an example for all other uniformed staff.

Under general direction of the Correctional Administrator, DOC, also known as the Associate Warden (AW), the Facility A, B, or C Captain, AI plans, organizes, and directs programming and the work for the safe custody, classification, discipline, and care and treatment of incarcerated persons within Facility A, B, or C. Provides direction to the Second and Third Watch Program Lieutenants (LT) and the Correctional Counselor II (Supervisor) (CC II). In addition, the Captain coordinates and reviews the work of the Facility Unit staff. Coordinate the efforts of the Incarcerated Persons Advisory Council (IPAC) to support connections between incarcerated persons and their families through improved communication, shared information, issue identification, and resolution. Responsible for maintaining security, cleanliness, and a smooth running operation of the unit, by conducting audits and inspections of the area of responsibility.

Under general direction of the Correctional Administrator, DOC, also known as the Associate Warden, Programs and indirectly the Chief Executive Officer, the Captain, AI, Health Care Access (HCA) provides direction to the Health Care Access Lieutenant, Associate Governmental Program Analyst – Health Care Access Unit and Office Technician (T). The HCA Captain is responsible for managing the institution’s custodial operations in the support of the health care services provided both on and off institutional grounds. Perform peace office duties in accordance with laws, rules and regulations. He/she will serve as the back up to the Americans with Disabilities Act (ADA) Coordinator and Prison Rape Elimination Act Compliance Manager as well as Limited English Proficiency Coordinator.

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Salaries do not reflect the recent changes.

Working Conditions

About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.

The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers male camps located throughout California.

Supervisory techniques and methods of maintaining discipline, both of staff personnel and incarcerated person(s) to effectively manage daily security operations. Principles, methods, and level of custodial care/treatment and discipline of incarcerated person(s) to effectively manage the daily security operations. The literature in the fields of correctional administration and criminology (e.g., Black Hand, Soledad Brothers, The Art of War, etc.) to understand the criminal mind. The laws, rules and regulations pertaining to criminal activities, of various Federal, State, and local law enforcement agencies, courts, Inspector/Attorney General, District Attorney, and functions of the California Department of Correction and Rehabilitation (CDCR) and term setting authorities to effectively manage the daily operation within a correctional facility. State laws pertaining to criminal activities and rules and regulations governing CDCR to effectively manage the daily operation within a correctional facility. Firearms as it applies to its proper operation and handling to ensure staff/public safety. Job requirements and the work performed by incarcerated person(s) of a correctional facility to provide a systematic process for the safe and secure management of incarcerated person(s), escape prevention/apprehension and disturbance control, etc. Health and safety standards and laws mandating an environment free of bio-hazards, infectious disease exposure, etc., to effectively contain/control and protect all individuals from exposure, etc. Personnel management principles and practices as it relates to employee training, development and evaluation to ensure compliance with laws, rules, regulations, and policies and it applies to the CDCR. The principles of effective verbal and written communication to accurately and effectively communicate job related information and conflict resolution, etc. Tactical operational knowledge and situational awareness to handle emergency situations. Supervisor’s responsibility under the Ralph C.

Ability to: Interpret and apply laws, rules, regulations, policies and procedures (e.g., EEO, ADA, “Use of Force” Disability Placement Program [DPP], Developmental Disability Program [DDP], etc.) to maintain safety, security and compliance. Plan, assign and direct the work of staff to achieve the department/institution’s vision, values, mission, goals, etc. Plan, organize and prioritize the custodial operation to effectively manage the daily operations and to comply with mandated policies and timeframes. Provide direction, counseling and training to staff to ensure a productive work force, and create and maintain a safe work environment, etc. Enforce rules and regulations with firmness, tact, and impartiality to maintain a productive work environment. Promote socially acceptable attitudes and behavior to maintain a productive work environment. Develop programs to meet the operational goals for the safe custody, discipline, and welfare of incarcerated person(s) in the custody of the CDCR. Interpret and apply provisions of law and rules to achieve the departments/institution’s mission. Understand incarcerated person(s) case factors and interpret them to others, to take appropriate action (e.g., housing, program placement, custody level, etc.). Coordinate the custodial functions for programs providing health, welfare and rehabilitative services to incarcerated person(s) (e.g., religious services, special activities, etc.) to ensure safety and security. Establish, promote and maintain confident and cooperative relationships (e.g., departmental employees, contract employees, volunteers, the public, and other State/local agencies, etc.) to promote collaborative participation, enhance morale and productivity, etc. Communicate effectively to provide information and/or direction/orders to staff, management, incarcerated person(s), stakeholders, and the public. Understand and respond to verbal/written instructions to develop the necessary skills and knowledge to perform the daily duties. Prepare and maintain clear, concise and objective reports to provide information and/or accurately document incidents, use of force, grievance responses, etc.
