Job Description and Duties

Do you want to make a difference for children in California? Join the Family Permanency and Support Services Branch as a Manager II over the Youth and Caregiver Support Bureau. The Manager II will provide consultation, written and verbal policy interpretation and analysis, and supports program development and improvement in the services necessary to support improved wellbeing of children in foster care.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

  

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

 

Please note: Regular commute is not compensable.

The mission of the Youth and Caregiver Support Bureau is to carry out the vision of the Family Permanency and Support Services Branch by ensuring transition age youth achieve successful transitions to adulthood, that young adults who elect to remain in extended foster care until age 21 continue to receive the same supports and services to ensure a successful transition from care, including access to apprenticeship opportunities prioritized for foster youth through a partnership with the Department of Industrial Relations; that caregivers have the policies, programs, and resources they need to provide safe, stable, and nurturing homes, and children placed in foster care and with relatives across state lines receive uninterrupted support services and adequate protection in compliance with the Interstate Compact on the Placement of Children (ICPC).

  • General knowledge of the work of the branch, the division and the department.
  • Knowledge of policy-making and administrative processes, including state and federal legislation, regulatory and budgetary processes, and the roles of the various branches and levels of government. The ability to identify problems, and develop strategies to address problems; the ability to seek mutually-acceptable solutions.
  • The ability to communicate orally and in writing in a well-organized, accurate, clear and concise manner.
  • The ability to plan implementation of and manage assignments to completion within specified time frames.
  • The ability to maintain poise, good humor and flexibility while working in a time-sensitive, deadline-driven, results-oriented environment.
  • Detail oriented with strong analytical skills and effective editing skills.
  • Skilled in using Microsoft Office (Word, Excel, PowerPoint, Access, Outlook and SharePoint).
  • Knowledge of child welfare services programs, county social welfare agencies, community organization, and CDSS administrative and support services, children's services and other related programs is desirable. Knowledge of family dynamics and issues affecting foster caregivers is also desirable. Excellent writing, speaking, collaboration, customer service and problem-solving skills are mandatory.
