About this Role:
The Enterprise Data and Information Management (EDIM), Data Analytics Division (DAD) at the California DHCS is seeking a highly motivated and experienced individual to join our team as a Research Scientist Staff (RS Staff) within the Health Disparity Analytics Unit (HDAU).
Under general direction of the Research Scientist (RS) Supervisor I, the RS Staff will use epidemiological, bio-statistical/statistical, and survey techniques and behavioral health theories to plan, organize, and perform scientific research studies of highly developed scientific scope for the HDAU, Population Health Analytics and Reporting Section (PHARS), Data Science Branch (DSB), DAD, in accordance with DHCS’ specifications and requirements. Specifically, the incumbent will develop and implement data collection, data extraction, linkage, data transformation, and validation/verification strategies; provide subject matter expertise in operationalizing requirements related to health care quality; develop measure specifications; generate analytics; and support contractors, internal program staff, and external stakeholders using the data. The incumbent will apply theoretical models and research/statistical methods to plan, organize, and direct scientific studies of a highly developed scope and complexity, and apply scientific approaches to identify populations of interest, to measure the impact of programs and the Social Drivers of Health (SDOH) on health care quality, equity, and outcomes.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.
This position has been advertised as limited term and is expected to last 24 months; it may become permanent or be extended.
