Job Description and Duties

Under the administrative direction of the Deputy Director (CEA) of the Infrastructure Services Division (ISD), the Information Technology Manager II (ITM II) of the Data Center and Incident Management Services Section works at the mastery level managing/directing the most complex infrastructure projects and services for the Office of Legislative Counsel (OLC), the Legislative Data Center (LDC), the California State Legislature and Legislative support organizations. The ITM II provides leadership, direction, oversight, management, mentoring and support to a multidisciplinary team of IT managers and specialists across multiple units in the successful delivery of mission critical infrastructure technology projects and services. The ITM II oversees infrastructure technology service activities including, but not limited to, systems architecture, physical/virtual infrastructure planning and design, unified communications/messaging systems architecture, storage management, infrastructure capacity planning, business continuity, incident management/response and operational recovery.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process.  This position is located in the heart of downtown Sacramento.     1. Describe your experience as an IT manager overseeing the delivery of infrastructure technology services.

    2. Describe your experience with business continuity management and provide an example of a business continuity project on which you have worked.

    3. Describe a situation where you had to coordinate an incident response across multiple teams or departments.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Six (6) or more years of experience in an IT management role planning, directing, managing, leading, overseeing and controlling the activities of multi-disciplinary project teams and vendors in the successful implementation/delivery of highly complex mission critical IT projects, products and services.
  • An additional five (5) or more years of experience in leading/implementing IT infrastructure projects/efforts, IT knowledge, consulting and support of the current technologies and industry trends, and coordinating/working collaboratively with internal and external teams in order to develop IT strategies that enhance services to meet customers’ business and information technology needs.
  • In-depth knowledge and experience in incident management/response.
  • Experience developing implementing business continuity and disaster recovery plans.
  • Experience with vendor/contract management to ensure delivery of IT good and services as established by contract terms and conditions.
  • Experience building strong relationships with executives high profile customers and providing the highest level of customer service, communicating effectively and professionally with customers, executive leadership and internal teams.
  • Experience building and retaining a team of high performing IT professionals to support the delivery of IT infrastructure services.
  • Strong attention to detail and accuracy.
  • Excellent oral and written communication skills, including ability to develop process documentation, prepare customer notifications, and create and deliver effective presentations.
  • Ability to establish and maintain good working relationships with peers, managers, customers, and vendors that culminate in successfully meeting customers’ expectations for products and services.
  • Must be able to work extended hours during critical customer business cycles, major problem incidents, and projects. Must work well under pressure while meeting deadlines.
  • Ability to maintain confidentially as appropriate.
  • Ability to understand the legislative business cycle and legislative calendar in order to avoid service interruptions impacting customers.
