Job Description and Duties

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Supervisor I of the Disaster Recovery Branch of the Division of Federal Financial Assistance (DFFA), the Program Representative is responsible for the day-to-day complex activities associated with all phases of administering and implementing the federally-funded Community Development Block Grant – Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) programs. In particular, the Program Representative with work with local grantee programs and projects related to infrastructure, economic development, planning and/or social services. Program Representative will be expected to have strong writing, organizational, and verbal skills.


The Disaster Recover Branch, which is within DFFA, is primarily responsible for the design and implementation of federally-funded housing, infrastructure, social service, economic development, planning, and mitigation programs including the development of program policies and procedures detailing the use and requirements of federal funding programs, funding recommendations, and fund disbursement.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework-eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  •  Experience in drafting and interpreting complex program documents, including program guidelines, policies and procedures, Grant Administration Manuals, Standard Operating Procedures (SOPs), NOFA’s, contracts, and technical assistance materials.
  • Strong analytical, organizational, and communication skills, with the ability to review budgets, evaluate applications, interpret complex information, and present clear recommendations to leadership.
  • Knowledge of and/or experience reviewing projects for compliance with federal and state requirements, including procurement, environmental review, Section 3, and performance monitoring.
  • Proficiency using standard office software such as Word, Excel, Outlook, and PDF tools and experience using data or grant management systems for tracking, documentation, and reporting.
  • Demonstrated ability to work effectively with internal staff, external stakeholders, subrecipients, and community partners, including supporting training, outreach, and other communication efforts.
  • Project and workload management skills, including meeting deadlines coordinating multiple tasks, tracking deliverables, maintaining organized files, and communicating progress and obstacles.
  • Experience providing technical assistance, conducting workshops, developing FAQs or policy notices, and supporting subrecipients throughout grant implementation and closeout.
  • Ability to research, analyze, and interpret federal program requirements; identify process improvements; and contribute to the development of internal procedures, policies, and system enhancements.
  • Submits a Statement of Qualifications demonstrating alignment with the above qualifications.
