In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong leadership, interpersonal, and problem-solving skills.
• Knowledge of the California State Government IT standards, policies, and procedures related to project management and enterprise architecture including experience working with the California Department of Technology.
• Knowledge of project and portfolio governance.
• Knowledge of project management methodologies and best practices that help ensure the successful implementation of IT initiatives and project deliverables.
• Knowledge of Medicaid Information Technology Architecture (MITA).
• Knowledge of the State's Medi-Cal program policy, and regulations governing the administration of the California Medicaid Management Information Systems (CA-MMIS).
• Ability to coordinate, direct, and oversee system projects with cross-organizational and cross-departmental entities, as well as private sector contractors.
• Ability to plan, organize, and direct all activities associated with completion of high-level projects, including implementing sensitive and complex policies and procedures, to ensure the successful design, development, and implementation of modern digital services.
• Ability to collaborate across high levels of government, external organizations, providers, industry associations, and member representatives.
