The California Regional Water Quality Control Board, San Diego Region has an opening for a Senior Water Resource Control Engineer (Supervisory) in the Compliance Assurance Unit. The position is located at 2375 Northside Drive, San Diego, California 92108, in the Mission Valley area near light rail stations and other public transportation.
Duties: The Senior Water Resource Engineer (Supervisory) is responsible for supervising the Compliance Assurance Unit and serving as the region’s Enforcement Coordinator. Duties include planning, direction, and review of all activities of the multidisciplinary Compliance Assurance Unit; providing analysis and recommendations for potential compliance and enforcement strategies; developing, implementing, and evaluating program workplans; serving as enforcement subject matter expert; and substantial record keeping, program management, and coordination activities.
The position requires a candidate capable of resilience, composure, and sound judgment during moments of public scrutiny, stakeholder disagreement, and elevated conflict. Working situations include periodic exposure to emotionally charged situations, including interactions with individuals who may be distressed, adversarial, or openly hostile about enforcement action; frequent engagement in negotiations with regulated parties who may dispute Water Board findings, resist compliance with enforcement orders, or challenge staff decisions; high-pressure workload cycles, particularly when cases require urgent action, complex technical coordination, or accelerated regulatory timelines; responsibility for guiding staff during crises, including emergency spills, pollution events, or other urgent matters requiring immediate enforcement attention. Support is available such as training, managerial support, and dedicated enforcement attorneys. The position includes performing field inspections at sites where toxic and hazardous materials may be stored or discharged.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
