Job Description and Duties

The Research, Automation, and Data Division (RADD) is seeking a mission-driven, curious, team player to join us as Research Data Supervisor I in the Exploratory Research Unit (ERU) within the Evidence-based Policy Team (EPT).

The ERU leads exploratory research and knowledge management activities and contributes to impact evaluations to further the EPT's three goals: 1) improve program service delivery and decision-making, 2) produce timely, rigorous, people-centered research, and 3) enhance the analytic capacity of the department.

This position combines a passion for CDSS' mission, a commitment to rigorous, quantitative research, and a drive to operate at the intersection of cutting-edge, actionable, and empathetic research.

Working Conditions

Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.

This position can be filled in the following locations:

ALAMEDA, BUTTE, FRESNO, HUMBOLDT, LOS ANGELES, ORANGE, PLACER, RIVERSIDE, SACRAMENTO, SAN DIEGO, SAN JOAQUIN, SAN MATEO, SANTA BARBARA, SANTA CLARA, or SONOMA COUNTY.

This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with Executive Order N-22-25 the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required.

Please note: Regular commute is not compensable.

The Research Bureau sits within the Research, Data, and Insights (RDI) Branch within the Research, Automation, and Data Division (RADD) at the California Department of Social Services (CDSS). We are a team of dedicated and compassionate researchers who use both data and computational methods to answer critical policy questions, guide decision-making, rigorously test new interventions, and help scale what works. We work with large-scale administrative and program data and apply quantitative methods to produce actionable evidence for California’s leaders and the communities we serve.

Our research advances the boundaries of CDSS program knowledge and practice. We synthesize what is known about our programs based on research that meets high methodological standards and bring this knowledge to bear on what we do. We pilot and test new ways of working, from changes to how services are delivered to novel research methods and computational tools, scaling new approaches with demonstrated promise. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Desirable qualifications include:
1. Experience using statistical models (principally regression methods) and policy evaluation methods. Computational methods (such as machine learning) are a plus.
2. Lived experience interacting with CDSS or other social safety net programs.
3. Programming experience in R, Python, SQL, SAS, Quarto, and/or other languages.
4. Experience with version control (Git) and cloud-based, relational databases (Snowflake)
5. Knowledge of experimental and quasi-experimental research methods.
6. Experience working or strong interest in safety net, child welfare, and/or child care policy.
