Job Description and Duties

Under the general direction of the Deputy Director, Sales (DDS) the Assistant Deputy Director (ADDS) provides executive leadership for all field sales functions. As a key member of the Sales Division’s executive team, the ADDS is responsible for assisting the DDs in executing business strategies and tactics to achieve short and long-term objectives for developing and expanding the sale of Lottery products to ensure the success of the Lottery's mission to generate supplemental funding statewide for public education. Serves as the principal policy maker for field Sales operational policies.

This position is headquartered in Sacramento and is currently eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as required. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.”

Examination Qualification Requirements

Entrance Qualifications

Career Executive Assignment (CEA) examinations may consist of two or more distinct phases. Candidates must successfully pass each phase in sequence to advance to the next stage of the examination process and to receive a final score and be ranked accordingly.

Phase 1 – submit all Required Application Package Documents by the Final Filing Date.

Phase 2 – meet all Minimum Qualifications.

Applicants must show they meet the Minimum Qualifications on their application, resume, or SOQ response to be eligible to compete in this examination.

Minimum Qualifications

1) Executive Sales Leadership Experience — Minimum 5 years of progressively responsible sales leadership, including oversight of multi-district or statewide field sales operations.

2) Strategic Business Development & Execution — Minimum 5 years of experience developing and executing large-scale business strategies and sales tactics, with direct responsibility for business development or equivalent high-impact sales functions.

3) Data-Driven Sales Performance Optimization — Minimum 4 years of experience using data-driven methods to evaluate and optimize sales performance across large networks.

4) Leadership of Management-Level Staff — Minimum 5 years supervising managers and leading multi-level teams.



General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Successful track record in business development, sales leadership and sales management, including experience managing outside sales professionals in multiple territories and/or large geographic areas.
  • Management and leadership skills with experience motivating, leading, and building teams.
  • Ability to mentor and develop subordinate management teams.
  • Ability to successfully facilitate a common understanding of sales objectives and strategies to motivate and engage staff in support of organizational objectives.
  • Experience effectively using sales automation technology to facilitate and enhance sales performance and customer relationship management.
  • Data-driven, strategic and creative thinker with strong tactical acumen.
  • Experience in sales process design and optimization.
  • Knowledge of business administration and management, resource management, and fiscal management, including budgeting techniques and tracking methods.
  • Superior interpersonal skills with demonstrated experience building strong relationships and promoting a positive team environment.
  • Outstanding verbal and written communication skills.
  • Sales experience in lottery, gaming, entertainment, consumer-packaged goods and/or related categories.
  • Experience managing both represented and non-represented employees including the ability to cultivate harmonious labor relations.
  • A bachelor's degree or completion of a Management Development Program.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
