Job Description and Duties

State Compensation Insurance Fund is looking for our next Senior Vice President of Claims Medical Regulatory Division (SVP of CMRD).

Under the direction of the Executive Vice President of Corporate Claims, the SVP of CMRD will lead and provide program oversight of the Claims Medical Regulatory Division and serve as the Claims Operations Subject Matter Expert, using innovation, technology and industry expertise to deliver outstanding claims outcomes and achieve business goals.

 

The SVP of CMRD will be responsible for:

 

  • Providing senior leadership of State Fund’s Claims Regulatory, Compliance and Medical programs and initiatives.
  • Advising executives on the most efficient and effective Claims operations policies, processes, and practices.
  • Developing, analyzing, and communicating claims management reports for accurate and timely reflection of loss development, potential/actual financial exposure, claim strategies, and allocated/unallocated loss adjustments containment.
  • Representing State Fund at industry forums and organizations
  • Providing oversight of Claims training development to ensure technical competency within our Claims Operations
  • Keeping abreast of changing laws, rules, regulations, industry trends, and emerging issues in order to support State Fund in achieving business goals.

 

 

Salary: Commensurate with experience.

 

Location: This is a Statewide recruitment and may be headquartered in any State Fund office. Those offices include Bakersfield, Eureka, Fresno, Glendale, Pasadena, Pleasanton, Redding, Rohnert Park, Sacramento, San Diego, Stockton, or Vacaville.

 

Travel: Travel to various work sites and locations for training and/or meetings will be required.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Proficient knowledge of Workers’ compensation systems and regulations with a comprehensive understanding of California workers’ compensation laws, insurance frameworks, medical benefit delivery, and industry trends.
  • Working knowledge of how organizations create, assess, and refine policies, performance standards, and operational procedures.
  • Working understanding of analytical techniques, performance measures, and modeling tools used to evaluate program health and drive strategic change.
  • Working knowledge and familiarity with State Fund goals, regulatory obligations, and statewide business processes relevant to claims operations.
  • Working knowledge of adult learning methods, technical review practices, and how to evaluate training for accuracy and completeness.
  • Proficient and specialized knowledge of Claims and CMRD and the Workers’ Compensation Claims industry
  • Ability to work effectively in a collaborative and cross-functional environment, interact with a variety of personalities, make immediate decisions, and have the ability to work on several tasks at any given time while remaining professional and level-headed in a fast-paced environment.
  • Ability to use Claims knowledge to make effective decisions.
  • Ability to identify the "right" or "best" way to perform tasks.
  • Ability to develop, analyze, and communicate claims management reports for accurate and timely reflection of loss development, potential/actual financial exposure, claim strategies, and ALAE and ULAE containment.

  • Ability to lead and foster development of varying levels of CMRD managers.
  • Ability and demonstrated expertise in delivering superior performance in a Claims Medical Regulatory Division specialty.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


The most qualified candidate will have proven exposure to vast and diverse industry topics and possess highly specialized knowledge of Claims Operations and the Workers’ Compensation Claims industry and have demonstrated expertise in delivering superior performance in this specialty area.

 

Additionally, the ideal candidate will have:

 

  • 10+ years of highly specialized CA workers’ compensation or similar industry experience is preferred.
  • 7+ years management experience in the CA workers’ compensation industry is a plus.
  • Proven track record of leveraging industry knowledge, innovation, and technology to identify and implement best practices and drive business operations forward.
  • A superior ability to use Claims knowledge and expertise to make effective and innovative decisions.
  • Adaptability and willingness to learn and pivot to drive change in a constantly evolving business environment.
  • Experience leading with a proactive and self-starting approach.
  • Demonstrated ability to effectively develop and lead a highly engaged, motivated, and performing team.
  • Ability to develop, analyze, and communicate claims management reports for accurate and timely reflection of loss development, potential/actual financial exposure, claim strategies, and ALAE and ULAE containment.

Examination Information

This CEA examination will consist of a review of the Statement of Qualifications (SOQ), application, and resume, weighed 100% and shall be the only basis for the candidates final score and rank on the eligible list.

 

The examination process consists of an evaluation of the SOQ, Application (Std. 678), and resume you submitted. The SOQ is used to evaluate your experience and education as it relates to the ideal candidate and position descriptions, knowledge, skills, and abilities, and may also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. Therefore, it is to your advantage to invest the time and effort to completely describe your experience, education, training, knowledge, skills and abilities, as the SOQ will be the basis for your final score and rank on the eligible list. (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
