Job Description and Duties

Under the general direction of the Accounting Administrator II, the Associate Administrative Analysts - Accounting Systems (AAA-AS) is responsible for performing, independently, the more complex and difficult accounting duties which require strong analytical skills, understanding and good working knowledge of the entire accounting process, establish work priorities, make recommendations regarding accounting practices and principles, and ability to make sound analytical decisions to protect the Departments assets.

The incumbent must have the ability to establish and maintain cooperative working relationships and to communicate effectively with personal contacts throughout the Department and control agencies. In addition, the incumbent provides consultative services and serves as a Subject Matter Expert in the development, implementation, and maintenance of the Financial Information Systems of California (Fl$Cal) and related reports and procedures to fulfill daily operational needs.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for

Working Conditions

HCAI is housed in a state-of-the-art building outside of downtown off Interstate-5. Enjoy a great work environment with many amenities, including FREE PARKING and fully equipped electric vehicle charging stations. HCAI is close to many dining and shopping choices in the Natomas area.

 

HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience with preparing,analyzing, and researching reports containing complex financial data.
  • Experience with systems table maintenance.
  • Degree in Business/Economics/Finance/Accounting.
  • 3 Years experience with Fi$Cal accounting system.
  • Ability to make sound decisions and recommendations, work independently and as part of a team.
  • Demonstrate strong administrative and organizational skills
  • Experience in agency fund reconciliations, year-end activities, schedule query reports, GAAP processes, and analyzing accounting records.
  • Experience with establishing and maintaining Plan of Financial Adjustments (PFA) Tree
  • Experience with Allocation Statistical Journal and Allocation process
  • Shows initiative in making work improvements, identifying and correcting errors, and initiates work activities.
  • Ability to be flexible in a complex environment with multiple priorities, and successfully completes work assignments and meets deadlines as required by effectively plan, organize and prioritize work.
  • Demonstrates a commitment to performing work in a confidential manner and keep management informed of important issues, problems and events.

  1. Please describe your experience in establishing and maintaining systems tables and automated accounting systems.
  2. Please describe your experience with Plan of Financial Adjustments (PFA), allocations, labor distribution, and table maintenance.
  3. Please describe your experience with agency month-end and year-end closing activities.
